President Fidel V. Ramos of the Philippines is to give the seventh Rafael M. Salas Memorial Lecture at the United Nations in New York next Wednesday, 26 November. The title of his address will be: "It Can Be Done ... Population Management through Empowerment and Consensus-Building".
