Urging support for regional organizations and sustainable financing to counter terrorism in Africa, the Deputy Secretary-General stressed that the spread of terrorism is a concern for the entire international community and requires a preventive approach that includes respect for human rights and international law, as the Security Council held a high-level debate on counter-terrorism in Africa today.

Heartbreaking accounts of violence from survivors in Libya underscore the collective obligation to deliver justice — and not “as an abstract idea” — following the Security Council’s referral of the case to the International Criminal Court in 2011, stressed its top prosecutor, who, marking the first visit of his Office to Libya in a decade, briefed the 15-nation organ via videoconference.
On 14 October, the Security Council Committee pursuant to resolution 751 (1992) concerning Somalia held informal consultations to hear a briefing by the Office for the Coordination of Humanitarian Affairs, following the submission of the report of the Emergency Relief Coordinator, pursuant to paragraph 43 of resolution 2607 (2021), on the delivery of humanitarian assistance in Somalia and on any impediments thereof.
Syria must fully and urgently cooperate with the Organisation for the Prohibition of Chemical Weapons (OPCW) to close all outstanding issues regarding its chemical weapons declarations, the detection of a Schedule 2 chemical at the Barzah facilities of the Scientific Studies and Research Centre in November 2018, and the unauthorized movement of the two cylinders related to the chemical weapon incident in Douma in April 2018, the United Nations disarmament chief told the Security Council today.
The launch of an unprecedented number of missiles, including an intercontinental ballistic missile, on 2 and 3 November by the Democratic People’s Republic of Korea, is reckless and a clear violation of Security Council resolutions, a United Nations senior political and peacebuilding official told the Security Council today, as members expressed alarm at the unabated flurry of missile activity from Pyongyang, as well as the Council’s continued inaction in face of such provocations.
The Security Council today, meeting independently from, but concurrently with the General Assembly, elected Leonardo Nemer Caldeira Brant (Brazil) to the International Court of Justice until 5 February 2027.

Amid rising geopolitical tensions, spreading insecurity and escalating climate catastrophes, the Security Council must act early, engage strategically and speak with one voice to mobilize the international community’s political and financial support and foster the commitment of conflict actors to secure peace, delegates heard today during the Security Council’s open debate on integrating effective resilience-building in peace operations.
The Russian Federation’s invasion of Ukraine has driven the fastest, largest displacement witnessed in decades, with some 14 million people forced from their homes since 24 February, Filippo Grandi, United Nations High Commissioner for Refugees, told the Security Council today.
