In a letter dated 21 July 2009 to the President of the Security Council, Secretary-General Ban Ki-moon conveyed the agreement of the Chairperson of the African Union Commission and the Secretary-General of the United Nations to appoint Lieutenant General Patrick Nyamvumba of Rwanda as the Force Commander of the African Union-United Nations Hybrid Operation in Darfur (UNAMID) with effect from 1 September 2009.

United Nations Secretary-General Ban Ki-moon has appointed Ad Melkert of the Netherlands as his Special Representative for Iraq. Mr. Melkert currently serves as the United Nations Under-Secretary-General and Associate Administrator of the United Nations Development Programme (UNDP) in New York, and will replace Staffan de Mistura.

United Nations Secretary-General Ban Ki-moon has appointed Robert Watkins of Canada as his Deputy Special Representative for Afghanistan, where he will also serve as United Nations Resident and Humanitarian Coordinator. Mr. Watkins replaces Bo Asplund of Sweden, who will be completing his assignment this summer. The Secretary-General is grateful to Mr. Asplund for his dedicated service for the past two years.
