I would like to speak to you today on a subject that a Secretary-General is not supposed to address: Security Council reform.
Secretary-General Boutros Boutros-Ghali condemned the terrorist bombing of a bus in Jerusalem -- the third in eight days -- as a brutal and cowardly act.
Thank you for your warm welcome to Brazil. My delegation and I have shared in the famous hospitality of your country. We are all extremely grateful.
It is a great pleasure for me to be here in Brasilia. I am especially pleased to have this opportunity to address the Rio Branco Institute.
