SECURITY COUNCIL APPOINTS CANADIAN JUSTICE LOUISE ARBOUR PROSECUTOR OF WAR CRIMES TRIBUNAL

The Security Council this evening extended the mandate of the United Nations Mission in Haiti (UNMIH) for a final period of four months until 30 June, while decreasing the mission's troop level to no more than 1,200 and its civilian police personnel to no more than 300.
It is a great pleasure for me to be here in Brasilia. I am especially pleased to have this opportunity to address the Rio Branco Institute.
* Secretary-General says Rwandan Government has strong reservations about UN troop presence; therefore, no alternative to UNAMIR withdrawal after mandate ends on 8 March.
