Following is the text of UN Deputy Secretary-General Amina Mohammed’s video message to the United Nations Economic Commission for Europe Regional Forum for Sustainable Development 2022, in Geneva today:

The Organization for Security and Co-operation in Europe (OSCE) and the global community have a moral obligation to support the people of Ukraine and not to stand silent in the face of the ongoing Russian aggression against them, the Head of that regional group told the Security Council today, warning that “we will be judged by the way we respond to these horrors”.

More than 70 per cent of South Sudan’s people will struggle to survive the peak of the 2022 lean season, amid unprecedented food insecurity due to conflict, climate shocks, COVID-19 and rising costs, the World Food Programme (WFP) warned today.  WFP says 8.3 million people could face extreme hunger within months.

United Nations High Commissioner for Refugees Filippo Grandi expressed deep concern today over the increasing violence and serious human rights violations against refugees and migrants at European borders.  He noted that many European States have failed to investigate, despite mounting and credible evidence.

Against the backdrop of evolving events in eastern Ukraine — including reported violations of the ceasefire agreement in the last 24 hours — it has become clear that the situation is perilous, and diplomacy must urgently prevail, the top United Nations political official told the Security Council this morning.

According to the United Nations Development Programme (UNDP), non-performing loans in Afghanistan’s credit market have increased from around 30 per cent at the end of 2020 to 57 per cent in September 2021.  As the massive withdrawal of savings continues, UNDP projects that the deposits’ base could shrink by as much as 40 per cent by year-end.

United Nations Secretary-General António Guterres today announced the appointment of Caroline Ziadeh of Lebanon as his new Special Representative and Head of the United Nations Interim Administration Mission in Kosovo (UNMIK).

Mahamat Annadif, the Secretary‑General’s Special Representative for West Africa, and Foreign Minister of Guinea, Morissanda Kouyaté, launched a new initiative to facilitate an inclusive transition in Guinea by fostering reconciliation at national and community levels and increasing participation of women and all communities.

Meeting today amid heightened political tensions in Bosnia and Herzegovina, the Security Council extended the mandate of the European Union-led stabilization force in the Balkan country for another year, as members reviewed progress on implementation of the 26-year-old Dayton Peace Agreement.
