Security Council

The Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) has agreed to convey to Member States the current trends in financing of the Islamic State in Iraq and the Levant (ISIL), Al-Nusrah Front for the People of the Levant (ANF) (QDe.137) and any others designated as associated with Al-Qaida.  They are drawn from the assessment by the Analytical Support and Sanctions Monitoring Team of the impact of the measures imposed in Security Council resolution 2199 (2015), pursuant to paragraph 30 of the resolution, and the Chair’s summary of this document (S/2015/739).  The Committee also wishes to provide suggestions to Member States to assist with their implementation of resolution 2199 (2015).

The Security Council today adopted its annual report to the General Assembly for the period 1 August 2014 to 31 July 2015.

Strongly condemning the recent upsurge of violence and instability in the Central African Republic, the Security Council reiterated today its decision to apply the asset freeze and travel ban contained in its resolution 2196 (2015) to individuals and entities engaging in or providing support for acts undermining the country’s peace, stability or security.

On 9 October, the Security Council Committee established pursuant to resolution 2140 (2014) was briefed by the Panel of Experts on international humanitarian law and finance aspects of its mandate.  The Committee also held an exchange on the briefing and recommendations by the Panel of Experts.

The crisis sparked by fresh violence in Jerusalem, the West Bank and Gaza could not be stopped by security measures alone, the Assistant Secretary-General for Political Affairs told the Security Council today, urging Palestinians and Israelis to respect decades-old status quo arrangements around holy sites, and for political leaders on all sides to calm their language in a joint effort to deescalate the situation.

Fifteen years after the adoption of resolution 1325 (2000) on women, peace and security, the Security Council this afternoon continued Tuesday’s high-level debate on strengthening implementation of that and subsequent resolutions, urging “action instead of talk”.

On 14 October 2015, the Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) enacted the amendments specified with underline and strikethrough in the entry below on its Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2161 (2014) adopted under Chapter VII of the Charter of the United Nations.

The Security Council this morning decided to extend the mandate of the United Nations Stabilization Mission in Haiti (MINUSTAH) for one year, until 15 October 2016, at the Secretary‑General’s recommended force levels of up to 2,370 troops and 2,061 police.

The United Nations Support Office for the African Union Mission in Somalia (UNSOA) required “significant” strengthening, the Under-Secretary-General for Field Support told the Security Council today, with its efforts reprioritized around strategic objectives set by the 15‑member body and within areas of African Union operations with the Somali National Army.
