On 29 April 2016, the Security Council Committee established pursuant to resolution 2127 (2013) concerning the Central African Republic received briefings by the Deputy Head of Delegation of the European Union to the United Nations and a representative of the European External Action Service of the European Union (via video teleconference) regarding the establishment of the European Union training mission in the Central African Republic.

On 27 April 2016, the Security Council Committee established pursuant to resolution 1970 (2011) concerning Libya approved the addition of the entry specified below to its List of individuals and entities subject to the assets freeze, travel ban and other measures relating to attempts to illicitly export crude oil from Libya (the Libya Sanctions List), set out in paragraphs 15 and/or 17 of Security Council resolution 1970 (2011) and/or paragraph 19 of resolution 1973 (2011), or paragraph 10 of resolution 2146 (2014), adopted under Chapter VII of the Charter of the United Nations:

On 20 April 2016, the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh) and Al-Qaida and associated individuals, groups, undertakings and entities approved the addition of the entries specified below to its ISIL (Da’esh) and Al-Qaida Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 2 of Security Council resolution 2253 (2015) adopted under Chapter VII of the Charter of the United Nations.

The members of the Security Council condemned in the strongest terms the terrorist attack in Kabul on 19 April centred on a National Directorate of Security (NDS) office in the Puli Mahmud Khan area, for which the Taliban has claimed responsibility.  The attack resulted in at least 28 deaths as well as in more than 300 wounded persons.
