Following consultations with the Security Council, the Secretary-General announced the appointment of Javier Rupérez as Executive Director of the Counter-Terrorism Executive Directorate at the Assistant Secretary-General level.  The Security Council, by its resolution 1535, established the post.

NEW YORK, 21 April–- United Nations Secretary General Kofi Annan today announced the formation of the independent panel that will conduct an inquiry into allegations of impropriety in the administration and management of the Iraq “oil-for-food” programme.
