Following are UN Secretary-General António Guterres’ remarks to the high‑level meeting on Action for Peacekeeping, in New York today:

The Security Council today adopted a resolution aimed at enhancing the performance of peacekeeping personnel at all levels, both at Headquarters and in the field, stressing the need to improve posture, behaviour, leadership, initiative and accountability while effectively promoting international peace and security.

The more than $7 billion spent annually on United Nations peacekeeping operations must achieve its best possible value on the ground, speakers emphasized today, as the Security Council considered how best to improve mission performance and hold failures accountable.

As the United Nations Mission for Justice Support in Haiti (MINUJUSTH) prepares for the transition to a non-peacekeeping presence, beginning in October 2019, challenges, including the recent protest against planned fuel price hikes, continue to impede progress made, exposing the fragility of that country’s security and socioeconomic situation and demonstrating the need for strong rule of law legislation, a senior official told the Security Council today.

United Nations Secretary-General António Guterres today announced the appointment of Jeanine Hennis-Plasschaert of the Netherlands as his Special Representative for Iraq and Head of the United Nations Assistance Mission for Iraq (UNAMI).  She will succeed Ján Kubiš of Slovakia, to whom the Secretary-General is grateful for his service.

United Nations Secretary-General António Guterres today announced the appointment of Lieutenant General Dennis Gyllensporre of Sweden as Force Commander of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).
