Following are UN Secretary-General Ban Ki-moon’s remarks, as prepared for delivery, at the closing session of the Thirteenth Force Commanders/Heads of Military Components Conference 2015, in New York today:
United Nations Secretary-General Ban Ki-moon today announced the appointment of Peter de Clercq of the Netherlands as his Deputy Special Representative for the United Nations Assistance Mission in Somalia (UNSOM), where he will also serve as United Nations Resident Coordinator, Humanitarian Coordinator and United Nations Development Programme (UNDP) Resident Representative.
Challenges in protecting civilians, asymmetric threats faced by mission personnel and caveats imposed by troop-contributing countries figured prominently in the Security Council today, as that body heard from the top United Nations peacekeeping official and force commanders on the operational hurdles related to the implementation of peacekeeping mandates.

United Nations Secretary-General Ban Ki-moon announced today the appointment of Simona-Mirela Miculescu of Romania as his Representative and Director of the United Nations Office in Belgrade. Ms. Miculescu succeeds Peter Due of Denmark, who has assumed new functions at United Nations Headquarters. The Secretary-General is grateful to Mr. Due for his contribution to the work of the United Nations Office in Belgrade during his tenure in this position.
