The national defence budgets of the major Powers had ballooned, regional disputes had festered, particularly in South Asia and the Middle East, new conflicts had emerged and a new kind of arms race threatened the progressive disarmament and non-proliferation landscape, the First Committee (Disarmament and International Security) heard today as it concluded its general debate.

The international community must act now to achieve the Millennium Development Goals (MDGs) or risk having the world becomes a more dangerous place, Jeffrey Sachs, Director of The Earth Institute and Professor of Health Policy and Management, Columbia University, told the Second Committee (Economic and Financial) during a panel discussion on “Achieving the MDGs by 2015: Preparing for the 2010 MDG Summit.”

The Fourth Committee would have the General Assembly reaffirm the right of peoples of Non-Self-Governing Territories to self-determination, while also calling once again on all Governments that had not yet done so to take legislative, administrative or other measures to put an end to enterprises in the Territories that were detrimental to the interests of the inhabitants, by one of 10 draft resolutions approved today.

As the Sixth Committee (Legal) today concluded its debate on measures to counter international terrorism, Sudan’s representative called for the convening of a high-level conference and establishment of the Saudi Arabian proposed centre as strong measures to counter attacks against Islam.

As the Fourth Committee (Special Political and Decolonization) continued its general debate on decolonization issues today, Member States stressed that, with the Second International Decade for the Eradication of Colonialism about to wrap up in 2010, there was a crucial need to generate new momentum and ensure that the 16 remaining Non-Self-Governing Territories were able to exercise the right to self-determination.

New winds were blowing positively through the halls of disarmament, but notwithstanding the recent momentum in the area of nuclear disarmament and non-proliferation, the new weapons of mass destruction -– small arms and light weapons -– were destabilizing societies and imperilling people everywhere, the First Committee (Disarmament and International Security) heard today.

Expressing its strong concern over the increase in violence and criminality in Afghanistan, the Security Council today extended the authorization for the International Security Assistance Force (ISAF) for 12 months beyond 13 October 2009. As its members unanimously adopted resolution 1890 (2009), the Council also called on Member States to contribute personnel, equipment and other resources in order to allow ISAF to meet security and assistance challenges.

The Fourth Committee (Special Political and Decolonization) continued its general debate on decolonization issues today, focusing solely on the question of Western Sahara and hearing 31 petitioners weigh the human rights, humanitarian, and political dimensions of the dispute.
