The future form of the draft articles on transboundary harm from hazardous activities, the draft principles on allocation of loss in the case of such harm, and the draft articles on the law of transboundary aquifers remained in question as the Sixth Committee (Legal) took up those matters today.

Despite the more than 40 years it had taken the International Law Commission to finalize its draft articles on State responsibility for internationally wrongful acts, delegates could still not find consensus on whether to codify them in a convention, as the Sixth (Legal) Committee began deliberations on the matter.

Although crucial in the fight against impunity, universal jurisdiction must be used selectively and exceptionally, as a means of last resort, and without violating international law and the principles of the United Nations Charter, delegates told the Sixth Committee (Legal) today as it concluded its debate on the scope and application of the principle of universal jurisdiction.

Lack of adequate and reliable funding could threaten the future of the Programme of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law, the Secretary of the Advisory Committee cautioned Sixth Committee delegates as deliberations on the subject began.

There could be no peaceful settlement of disputes without the observance of the rule of law at the international and national levels, Deputy Secretary-General Jan Eliasson told the Sixth Committee as deliberations on the subject began.

As the Sixth Committee (Legal) continued its debate on measures to eliminate international terrorism, delegates insisted that all courses of action must remain within the framework of international law.
