The Special Representative of the Secretary-General for Libya said today he is concerned at continued reports of serious violations of international humanitarian and human rights law across the country.  He said that credible, effective and accountable security institutions are urgently required to end the deteriorating security situation.

The Secretary-General welcomes donor pledges made today at the conclusion of the Oslo Humanitarian Conference on Nigeria and the Lake Chad Basin, where 14 donors pledged $458 million for 2017.  The Conference also resulted in an agreement to address longer-term development needs and seek lasting solutions to the crisis.

The Secretary-General is deeply concerned about the ongoing tensions and intensification of the fighting in eastern Ukraine.  He appeals to all parties to fully observe the ceasefire and allow for immediate humanitarian access.

Three months after Hurricane Matthew made landfall in Haiti, the World Food Programme (WFP) says that the number of people facing hunger and food insecurity in the country’s most affected areas has declined steadily — from approximately 1 million to 400,000.

The Special Coordinator for the Middle East Peace Process told the Security Council today that despite the relative tranquillity of the Israel-Palestinian conflict compared to other regional crises, the spectre of violence is always near.  He said that all stakeholders must avoid any unilateral action that would prejudge a negotiated final status solution.

The United Nations Special Coordinator for the Middle East Peace Process said authorities must cooperate to resolve the electricity crisis in Gaza, noting that he is closely following the tense situation unfolding mid-winter after 2 million Palestinians can access only two hours of electric power daily.

In his first time speaking before the Security Council as Secretary-General, António Guterres spoke about the importance of conflict prevention, saying that it had proved difficult to persuade decision-makers at national and international levels that prevention must be their priority.

The Special Representative of the Secretary-General in Haiti, Sandra Honoré, and the other members of the “Core Group” today congratulated President-elect Jovenel Moïse on his election and encouraged all actors to respect the final results.
