At today’s Fifth Committee (Administrative and Budgetary) meeting, delegates from the “Group of 77” developing countries and China voiced serious concerns that the Secretariat had strayed from established procedures when adjusting spending for the United Nations Institute for Disarmament Research during the 2012-2013 budget cycle.

The Fifth Committee (Administrative and Budgetary) today discussed a wide range of hiring and workplace practices — from recruitment to ethics to consultants — as it considered nearly a dozen reports meant to monitor the management of tens of thousands of the Organization’s employees around the globe.

While labelling the Organization’s overall financial condition “generally positive”, the United Nations senior management official told the Fifth Committee (Administrative and Budgetary) today that the regular budget’s cash position this year was under pressure with $945 million of its $2.61 billion regular budget still outstanding.

The Fifth Committee (Administrative and Budgetary) today adopted a consensus draft resolution that allowed five countries to retain their voting rights despite failing to pay their annual contribution to the Organization.

A range of viewpoints from delegates greeted the Chair of the Committee on Contributions today, as he presented the Fifth Committee (Administrative and Budgetary) with a review of the methodology for assessing Member States’ contributions to the United Nations expenses.

As they adopted their programme of work for the sixty-eighth session today, delegates of the Fifth Committee (Administrative and Budgetary) stressed the need to work together to approve the Organization’s 2014-2015 budget, along with the final performance report of the current two-year budget cycle, by their mid-December deadline.

Concluding its second resumed substantive session, the Fifth Committee (Administrative and Budgetary) today recommended financial arrangements for 14 United Nations peacekeeping operations for the year beginning 1 July 2013 and ending 30 June 2014, which, once approved by the General Assembly, would exceed the previous year’s figure due to the addition of a new mission for Mali.
