At its seventh formal meeting on 23 November 2015, the Security Council Committee established pursuant to resolution 1591 (2005) concerning the Sudan met with representatives to the United Nations of the Sudan, Egypt, Ethiopia, Libya and South Sudan, with the aim of further strengthening the dialogue between the Committee and the invited delegations, particularly on the challenges faced by the region in achieving full implementation of the measures — arms embargo, travel ban and assets freeze — set out in the same resolution in relation to Darfur.
On 25 November 2015, the Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities removed the name below from the Al-Qaida Sanctions List.
The Security Council today expressed its intention to continue addressing the protection of civilians, both in country-specific considerations and as a thematic agenda item, outraged that they accounted for the vast majority of casualties in conflict situations, suffering forced displacement and destruction of property, among other impacts.
Citing accelerating terrorist attacks, spikes in displacement and increasingly grave humanitarian challenges, the top United Nations official for the Sahel told the Security Council today that the international community must address the root causes of such threats to prevent further deterioration in the region.
The Security Council today reiterated its commitment to take “early and effective” action to prevent armed conflict and, to that end, employ all appropriate means at its disposal, in line with the United Nations Charter.

On 20 November a two-day conference ended in Wiesbaden, Germany, that engaged representatives of various sectors of industry from around the world, along with Government regulators, to consult on ways to enhance the implementation of United Nations Security Council resolution 1540 (2004). Industry has a vital role to play, particularly in supporting the implementation of strategic trade controls and the physical protection of materials that might be diverted for use in the illicit development and production of such weapons and their delivery means.
Concerned over the intensity of modern-day conflicts — marked by mounting human, political and financial costs — United Nations Secretary‑General Ban Ki‑moon told the Security Council today that the Organization did not always respond with the speed and effectiveness required.
