Members of the Security Council heard a briefing by the Secretariat on the terrorist attacks in Israel on 31 August 2004.  They strongly condemned these bombings that resulted in the loss of innocent lives.  They also condemned all other acts of terrorism.

IN UN MILITARY OBSERVER GROUP IN INDIA AND PAKISTAN

Secretary-General Kofi Annan announced today the appointment of Major-General Guido Palmieri of Italy as Chief Military Observer in the United Nations Observer Group in India and Pakistan (UNMOGIP).

GENEVA, 30 August (UN Information Service) -- United Nations Commission on Human Rights Chairman Mike Smith has appointed Vernor Muñoz Villalobos of Costa Rica as Special Rapporteur on the right to education.  The appointment was made on 13 July 2004 in consultation with representatives of the different regional groups in the Commission.
