National institutions that create trust between citizens and the State by delivering political inclusion, security, justice and jobs are the most effective guard against conflict. “Peacebuilding requires great flexibility, and approaches tailored to a given situation. Homi Kharas, a national of Pakistan was appointed today as Lead Author and Executive Secretary of the United Nations Secretary-General’s High-level Panel on the global development agenda beyond 2015, which is co-chaired by President Susilo Bambang Yudhoyono of Indonesia, President Ellen Johnson Sirleaf of Liberia and Prime Minister David Cameron of the United Kingdom.
