Fifth Committee

While generally lauding the aim of the United Nations initiative to expand the pool of civilian experts providing immediate aid to countries emerging from conflict, delegates in the Fifth Committee (Administrative and Budgetary) this morning said the plan lacked specifics on its servicing and resource requirements, as well as performance and development benchmarks.

Well aware of the financial constraints faced by the United Nations and its Member States, the Chairman of the International Civil Service Commission today handed the Fifth Committee (Administrative and Budgetary) a series of recommendations which, if approved, would impact the salary and working conditions of the Organization’s employees around the globe.

As the Fifth Committee (Administrative and Budgetary) today considered a wide range of human resource management issues, delegates expressed concern over such issues as the financial ramifications of the Secretary-General’s proposed mobility and career development initiative, the unequal geographical representation among the workforce, particularly in senior management posts, and the lengthy time to fill vacancies.

The implementation delays and cost overruns surrounding the Secretariat’s efforts to carry out a major enterprise resource planning (ERP) project meant to streamline the administrative practices and boost efficiency of the United Nations were in the spotlight at today’s meeting of the Fifth Committee (Administrative and Budgetary).

The Fifth Committee (Administrative and Budgetary) today moved to fill upcoming vacancies in the Advisory Committee on Administrative and Budgetary Questions, and four other bodies that help it manage the United Nations vast human resources and keep its finances on track. The dozens of recommendations will be sent on to the General Assembly for its stamp of approval later during the sixty-seventh session.

Secretariat officials told the Fifth Committee (Administrative and Budgetary) today that the multibillion dollar renovation of the United Nations historic Headquarters complex was still on track despite the blow wielded by Hurricane Sandy that shuttered the doors of the New York City compound for three days last week.

Even as the United Nations Joint Staff Pension Fund posted near record assets of $44 billion as of this month, the increase in the Fund’s actuarial deficit drew the concerns of delegates at the Fifth Committee (Administrative and Budgetary) meeting today.

As the Fifth Committee (Administrative and Budgetary) discussed today the pattern of United Nations meetings and conferences, delegates lauded the Secretariat’s recent steps to release documents on time, use less paper and increase the use of the Organization’s meeting facilities.

While encouraged by the United Nations overall financial health, delegates gathered at the Fifth Committee (Administrative and Budgetary) today voiced their concerns about the Organization’s outstanding payments to Member States, the likelihood of a cash flow crunch at the end of 2012, and the possibility of additional assessments for the Capital Master Plan next year.

While giving clear auditing opinions for the 2010-2011 biennium to nearly all entities in the United Nations Systems, the Organization’s top auditing watchdog warned the Fifth Committee (Administrative and Budgetary) today of the weaknesses in governance found throughout the Organization.
