Budget Committee Takes Up Annual Report of International Civil Service Commission; Wide Range of Recommendations Aim at Unifying Conditions of Service for Staff

The Fifth Committee (Administrative and Budgetary) today heard Secretariat officials unveil a set of recommendations that would move the United Nations a step closer to unifying the conditions of service for thousands of staff members around the world and carry an initial price tag of tens of millions of dollars.

Budget Committee Approves Text Endorsing Recommendations of Committee on Programme and Coordination on Strategic Framework, Setting Priorities for 2012-2013

The Fifth Committee (Administrative and Budgetary) today set in motion the Organization’s strategic plan and budget process for the next biennium with the adoption by consensus of a resolution that backed the priorities laid out by the Committee for Programme and Coordination for 2012-2013.

Budget Committee Approves Consensus Texts on Contributions Committee, Statistical Report on Financial Situation of United Nations Organizations

After approving two draft texts on financial issues for adoption by the General Assembly, delegates at the Fifth Committee (Administrative and Budgetary) this morning backed the Board of Auditors’ role as a key watchdog of the Organization, while raising concerns about the procedure the Secretariat had used to create the Office of the Special Representative on Sexual Violence in Conflict.

Under-Secretary-General for Management Briefs Budget Committee, Describes ‘Mixed’ United Nations Financial Situation

The United Nations top management official told the Fifth Committee (Administrative and Budgetary) today that the Organization was facing a “mixed” set of financial indicators for 2010, as an expected year-end positive cash position hinged on whether Member States paid their outstanding assessed contributions for the fourth quarter.

Budget Committee Approves Text Allowing Six Countries to Continue Voting During Current General Assembly Session, Despite Budget Arrears

The Fifth Committee (Administrative and Budgetary) today adopted by consensus a resolution that lets six Member States — the Central African Republic, Comoros, Guinea-Bissau, Liberia, Sao Tome and Principe, and Somalia — keep voting during this year’s sixty-fifth General Assembly session, even though they have fallen behind in their annual payments to the Organization’s budget.

Opening the second meeting of its sixty-fifth session with a discussion on the scale of assessments, the Fifth Committee (Administrative and Budgetary) today heard delegates stress the need for all Member States to fulfil their legal obligations to the Organization by making their payments on time and in full.

Fifth Committee Recommends Peacekeeping Budget of $7.2 Billion for Financial Year Running from July 2010 to June 2011

Taking two weeks longer than planned, the Fifth Committee (Administrative and Budgetary) today concluded its second resumed session by recommending to the General Assembly a peacekeeping budget of $7.2 billion for the period from 1 July 2010 to 30 June 2011 — slightly less than that approved in the previous financial year. It also produced a consensus draft resolution on cross-cutting issues, which had eluded the Committee for three years.
