Security Council Sanctions Committee on South Sudan Holds Informal Consultations in Connection with Expert Panel’s Final Report

On 29 March 2019, the Panel of Experts on South Sudan briefed the members of the Security Council Committee established pursuant to resolution 2206 (2015) in connection with the Panel’s final report, which was submitted in pursuance of paragraph 19 (e) of resolution 2428 (2018).

During the briefing, the Coordinator of the Panel of Experts provided an overview of the findings and recommendations contained in the Panel’s report.  In his statement, the Coordinator cited a number of important achievements since the signing, on 12 September 2018, of the Revitalized Agreement on the Resolution of the Conflict in South Sudan, including decreased incidents of conflict across most of the country and the return of some senior opposition figures to Juba.  However, he noted that a number of challenges remained, such as the delayed implementation of the security provisions of the agreement; lack of meaningful efforts to secure accountability for serious crimes and abuses, including sexual and gender-based violence; and limited transparency in the management of South Sudan’s resources.  He also noted that delivering tangible improvements in the lives of the civilian population was critical to ensuring momentum and confidence in the accord.

Following the Coordinator’s briefing, members of the Committee asked questions and exchanged views with members of the Panel regarding the findings contained in the final report.
