Fourth Committee Approves Draft Resolution on Peacekeeping Operations, Elects Vice-Chair to Bureau

The Fourth Committee (Special Political and Decolonization) approved a draft resolution on peacekeeping today, endorsing the proposals and conclusions of the report of the Special Committee on Peacekeeping Operations.  It also elected a Vice-Chair to its Bureau.

By the terms of the draft resolution, titled “Comprehensive review of the whole question of peacekeeping operations in all their aspects” (document A/C.4/71/L.26), approved without a vote, the General Assembly would endorse the proposals, recommendations and conclusions of the Special Committee contained in chapter V of its report.

The Assembly would, by other terms, urge Member States, the Secretariat and other relevant organs of the United Nations to take all steps necessary to implement the Special Committee’s proposals, recommendations and conclusions.  It would reiterate that Member States that would become contributors to United Nations peacekeeping operations in years to come, or that would participate in the Special Committee for three consecutive years as observers, would, upon written request to the Chair of the Special Committee, become members at its subsequent session.

Further by the text, the Assembly would decide that the Special Committee would continue its efforts for a comprehensive review of the whole question of peacekeeping operations in all their aspects, review the implementation of its previous proposals and consider any new proposals so as to enhance the capacity of the United Nations to fulfil its responsibilities in that field.

The Assembly would request, by further terms, that the Special Committee submit a report on its work to the General Assembly at its seventy-third session, and decide to include in the provisional agenda of its seventy-third session the item “Comprehensive review of the whole question of peacekeeping operations in all their aspects”.

Mohammad Aboulwafa (Egypt), Committee Rapporteur, introduced the Special Committee’s report (document A/72/19) as well as resolution “L.26”, outlining the work of the Special Committee, including its general discussion and the participants.  Outlining various elements of the draft resolution, he said it was based on those adopted in recent years.

In other business, the Committee elected Maysoun Hassan Salim Aldah AlMatrooshi of the United Arab Emirates as a Vice-Chair for the remainder of the seventy-second session of the General Assembly.  She replaced Ahmed Al-Mahmoud, also of the United Arab Emirates.

Yasser Halfaoui (Morocco), the Chair, said the Fourth Committee’s work for the seventy-second session would conclude following an informal dialogue on special political missions scheduled for 9 July.
