Implementation Assistance Notice on Charcoal from Somalia
On 7 May 2014, the Security Council Committee pursuant to resolutions 751 (1992) and 1907 (2009) concerning Somalia and Eritrea adopted its first implementation assistance notice (IAN) entitled “Recommendations on interdiction of charcoal from Somalia by Member States pursuant to Security Council resolutions 2036 (2012), 2060 (2012) and 2111 (2013)”. The IAN is available on the Committee’s website (http://www.un.org/sc/committees/751) in all six official languages of the United Nations.
The Committee adopted the charcoal IAN to assist Member States, the Federal Government of Somalia (FGS) and the Africa Union Mission in Somalia (AMISOM) in their efforts to implement the ban on the export and import of charcoal from Somalia, which was imposed by paragraph 22 of resolution 2036 (2012). The IAN provides detailed information on the Security Council requirements as well as various options on how the ban on the export and import of charcoal from Somalia can be implemented including by preventing the import of charcoal, seizure, disposal or destruction and preventing the export of charcoal. It also provides guidance to Member States suspecting that vessels on the high seas are conveying charcoal from Somalia. Furthermore, it includes guidance on monitoring, safety issues and economic issues.
