Security Council Passes Text Affirming Importance of Peacebuilding Commission

 

in Addressing Needs of States Emerging from Conflict

 

Resolution 1947 (2010) Welcomes Review of Peacebuilding Architecture

Affirming the importance of the Peacebuilding Commission in addressing the needs of countries emerging from conflict, the Security Council requested the United Nations system this afternoon to take forward the recommendations contained in the recent review of the Organization’s peacebuilding support.

Unanimously adopting resolution 1947 (2010), the Council welcomed the Review of the United Nations Peacebuilding Architecture (document S/2010/393), saying it was based on extensive consultations with the Organization’s membership and other stakeholders.

The wide-ranging recommendations of the report concern all levels of the peacebuilding architecture, from operations in the field to the composition of the Peacebuilding Support Office, to cooperation between partners and funding.  In general, the review recommends a greater focus on capacity-building in the countries concerned, alongside closer coordination with critical partners such as international financial institutions.

Today’s action took place in conjunction with the adoption of a similar text by the General Assembly (see Press Release GA/11017).  It followed a debate on post-conflict peacebuilding on 13 October, after which the Council adopted a presidential statement that encouraged a more coordinated, coherent and integrated approach to peacebuilding, including stronger partnerships among the Peacebuilding Commission, regional organizations, the World Bank, civil society and other partners, with a focus on greater impact on the ground (see Press Release SC/10050).

By today’s text, the Council called for a further comprehensive review of peacebuilding efforts in five years.

The meeting began at 3:05 p.m. and ended at 3:11 p.m.

Resolution

The full text of resolution 1947 (2010) reads as follows:

“The Security Council,

“Recalling resolution 1645 (2005) and in particular its paragraph 27,

“Reaffirming the importance of the peacebuilding work carried out by the United Nations, and the need for sustained support and adequate resources for this work,

“Recognizing the role of the Peacebuilding Commission as a dedicated intergovernmental advisory body to address the needs of countries emerging from conflict towards sustainable peace,

“1.   Welcomes the Report presented by the Co-facilitators entitled ‘Review of the United Nations Peacebuilding Architecture’, as set out in document S/2010/393, which is based on extensive consultations with the UN membership and other stakeholders;

“2.   Requests all relevant UN actors to take forward, within their mandates and as appropriate, the recommendations of the report with the aim of further improving the effectiveness of the Peacebuilding Commission;

“3.   Recognizes that the peacebuilding work of the United Nations requires sustained support and adequate resources to meet the challenges;

“4.   Requests the Peacebuilding Commission to reflect in its annual reports progress made in taking forward the relevant recommendations of the Report;

“5.   Calls for a further comprehensive review five years after the adoption of the present resolution following the procedure as set out in paragraph 27 of resolution 1645 (2005);

“6.   Decides to remain seized of the matter.”
