Jorge Montano of Mexico Elected by Economic and Social Council
to Fill Vacancy on International Narcotics Control Board
During its resumed substantive session for 2009, the Economic and Social Council this afternoon elected by secret ballot Jorge Montano (Mexico) to serve effective immediately as a member of the International Narcotics Control Board until 1 March 2012.
Mr. Montano was elected to replace Maria Elena Medina-Mora Icaza (Mexico), who resigned. He received 40 of 46 votes. Two delegates who were present abstained from the voting.
Mr. Montano is a Professor of International Organizations at the Instituto Tecnológico Autónoma de México and a private consultant on the enforcement of the North American Free Trade Agreement (NAFTA). From 2001 to 2003, he was a member of the Organization of America States (OAS) Multilateral Evaluation Mechanism on drugs. From 1989 to 1992, he was Mexico’s Ambassador to the United States, after serving as Mexico’s Permanent Representative to the United Nations. He has a doctorate degree in international affairs from the London School of Economics.
The Narcotics Control Board comprises 13 members, including 3 nominated by the World Health Organization (WHO) and 10 nominated by Governments, to serve in their personal capacity for five-year terms.
The other four candidates for the post were Yacouba Dialolo (Mali), Peter Kokaji Kivuyo (United Republic of Tanzania), Yovin Ivo Laurent (United Republic of Tanzania) and Ligia Elena Moldovan (Romania).
The President of the Economic and Social Council, Sylvie Lucas (Luxembourg), who chaired the meeting, announced that the Moroccan Government had withdrawn its nomination of a fifth candidate Moujahid Nouredine (Morocco).
