ASSEMBLY ELECTS 34 MEMBERS TO INTERNATIONAL LAW COMMISSION

19961111 The General Assembly this morning elected 34 members to the International Law Commission, for five-year terms beginning on 1 January 1997.

They are: Emmanuel Akwei Addo (Ghana); Husain Al-Baharna (Bahrain); Awn Shawkat Al-Khasawneh (Jordan); Joao Clemente Baena Soares (Brazil); Mohamed Bennouna (Morocco); Ian Brownlie (United Kingdom); Enrique J.A. Candioti (Argentina); James Richard Crawford (Australia); Christopher John Robert Dugard (South Africa); Constantin P. Economides (Greece); Nabil Elaraby (Egypt); Luigi Ferrari Bravo (Italy); Zdzislaw Galicki (Poland); Raul I. Goco (Philippines); Gerhard Hafner (Austria); He Qizhi (China); and Mauricio Herdocia Sacasa (Nicaragua). Also elected were: Jorge E. Illueca (Panama); Peter C.R. At the outset of the meeting, the Assembly President, Razali Ismail (Malaysia), extended the Assembly's deepest sympathy to the Government and people of India for the tragic consequences of that country's recent cyclone.

The Assembly will meet again at 3 p.m. today to consider the question of cooperation between the United Nations and the Caribbean Community (CARICOM).

Assembly Work Programme

The Assembly met this morning to elect 34 members of the International Law Commission for five-year terms, to fill vacancies left by members whose terms will expire 31 December 1996.

The Commission was established by the Assembly in 1947 to promote the progressive development of international law and its codification. Its 34 members are nominated by Member States but serve in their individual capacities, not as representatives of their governments.

According to General Assembly resolution 36/39, the Commission should be composed of eight nationals from African States, seven from Asian States, three from Eastern European States, six from Latin American States, and eight from Western European and other States. In addition, one seat is to rotate between the African and Eastern European States, while another rotates between the Asian and Latin American States. For this election, the rotating seats go to the Eastern European and the Latin American States.

Fifty candidates have been nominated for today's election. (For background on the candidates, see documents A/51/177 and Add. 1-7 and A/51/178 and Add.1.)
