COMMITTEE AGAINST TORTURE DISCUSSES LATE SUBMISSION OF REPORTS BY STATES PARTIES

19951116 GENEVA, 15 November (UN Information Service) -- The Committee against Torture this morning expressed its concern about States parties that failed to submit their reports despite numerous reminders. It recalled that there were States parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment that did not reply even after 11 reminders and that had never submitted their initial reports since the first reporting cycle began in 1988.

Following extensive debate on the absence of reports and late submission, the Committee decided to draft a general recommendation. During the discussion, the experts were of the view that failing to fulfil reporting obligation would have to be considered as a breach of the Convention.

The report of Senegal which had been scheduled to be considered today by the Committee was postponed until the next session.
