NEW PERMANENT REPRESENTATIVE OF DOMINICA PRESENTS CREDENTIALS
19951020 Biographical NoteSimon Paul Richards, the new Permanent Representative of Dominica to the United Nations, presented his credentials today to Secretary-General Boutros Boutros-Ghali.
Since 1982, Mr. Richards, a lawyer by profession, has served in his country's Mission to the United Nations at various times as counsellor, Deputy Permanent Representative and Charge d'Affairs, and during that period has been a member of Dominica's delegation to every session of the General Assembly. In January this year he represented his country at a seminar in Cancun, Mexico on "Non-proliferation: Points of view from Latin America and the Caribbean", organized by the Agency for the Prohibition of Nuclear Weapons.
He was admitted to the Bar of England and Wales in 1975, to Bar of the State of New York (1977), to the Bar of the United States District Courts for the Southern and Eastern Districts of New York (1978) and to the Bar of Dominica (1980).
Since 1977, Mr. Richards has practiced law in New York City. He is currently senior trial attorney, as an associate in a New York City law firm which specializes in negligence actions. Before practicing law, he worked as a caseworker with the City of New York's Department of Social Services (1967 to 1974).
In Dominica, he was employed as a supervisor in the Government's Statistical Department (1966 to 1967). Earlier, he was Assistant Master (1958-1960) and subsequently Senior Master (1963-1966) in the Dominica Grammar School.
He holds a law degree from the University of London and a Bachelor of Arts degree from the University of the West Indies, in Jamaica. He pursued further professional legal training in London. He took part in a course in international law organized by the United Nations Institute for Training and Research (UNITAR) in Argentina in 1983. He also pursued graduate training in economics at the City University of New York.
Born on in Wesley, Dominica, 19 April 1937, Mr. Richards is unmarried.
