Following are UN Secretary-General Ban Ki-moon’s remarks as prepared for delivery to the Student Conference on the International Day of Peace, in New York, 21 September:

The Security Council heard a briefing on 20 September by Special Envoy Haile Menkerios on the implementation of resolution 2046 (2012) and the African Union road map.

In a continuing effort to encourage wider participation in the multilateral treaty framework and strengthen the rule of law, the United Nations is hosting the 2012 Treaty Event at its Headquarters from 24-26 September and from 1-2 October. During the event, Member States are invited to sign or become party to multilateral treaties deposited with the Secretary-General of the United Nations by depositing instruments of ratification or accession.

National institutions that create trust between citizens and the State by delivering political inclusion, security, justice and jobs are the most effective guard against conflict. “Peacebuilding requires great flexibility, and approaches tailored to a given situation. Civilian capacities are crucially important, and we are taking steps to be able to deploy the right experts to the right place at the right time,” said United Nations Secretary-General Ban Ki-moon.
