A senior Iraqi diplomat today said that first impressions of an independent panel’s report detailing conflicts of interest and flawed management in the now-defunct “oil-for-food” programme revealed a United Nations Secretariat whose actions were at odds with the will of the 15-member Security Council, the world body’s only organ whose decisions carry legal effect.

Thirty-two days after nearly 200,000 people had been killed and 12 Indian Ocean countries devastated by a massive tsunami, top United Nations emergency and development officials emphasized the importance of converting pledges into contributions and funding recovery activities, which would allow people of one of the world’s most populated and disaster-prone regions to regain their livelihoods.

With Iraq’s first free elections in nearly half a century just days away, the head of the United Nations Political Affairs office denounced the ongoing threats of violence and intimidation targeting voters and election workers as unjustifiable and “just plain wrong”, and encouraged all Iraqis to exercise their democratic rights so that political transition could finally begin in their war-torn country.
