The representatives of the United States and the Russian Federation traded accusations today over the report of the Panel of Experts relating to the sanctions imposed on the Democratic People’s Republic of Korea, as the Security Council met to consider non-proliferation.
The Government of Zimbabwe has declared a state of emergency following a cholera outbreak in the capital, Harare, the World Health Organization (WHO) reports. As of this morning, there have been more than 4,000 suspected cases, including 58 confirmed cases, and 25 cholera-related deaths.

The International Labour Organization (ILO) welcomed Qatar’s decision to end exit visa requirements for most of its migrant workers. On 6 August 2018, the Security Council Committee established pursuant to resolution 1718 (2006) adopted its seventh implementation assistance notice, entitled “Guidelines for Obtaining Exemptions to Deliver Humanitarian Assistance to the Democratic People’s Republic of Korea”. The implementation assistance notice provides additional guidance on the humanitarian exemption mechanism and is available on the Committee’s website in all official languages of the United Nations (https://www.un.org/sc/suborg/en/sanctions/1718/implementation-notices).
The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) has temporarily deployed 40 peacekeepers to Bijombo, South Kivu, where violent clashes between local armed groups have reportedly destroyed entire villages, forcing tens of thousands of people to flee to such areas as Uvira.
The United Nations migration agency said today that it assisted more than 72,000 migrants to return home voluntarily in 2017. This represents a 27 per cent decrease compared to 2016, when some 98,000 migrants were provided with return and reintegration support.
