Security Council: No name

On 14 January 2013, the Security Council Al-Qaida Sanctions Committee decided to remove the name of the individual below from the Al-Qaida Sanctions List after concluding its consideration of a delisting request submitted through the Ombudsperson established pursuant to Security Council resolution 1904 (2009), and after considering the Comprehensive Report of the Ombudsperson on this delisting request.

“Nothing can justify terrorism — ever,” Secretary-General Ban Ki-moon declared at the opening of a high-level meeting of the Security Council today, capped by a presidential statement expressing that body’s deep concern over the terrorist threat and its determination to combat it by all means in all its forms and manifestations, in line with the United Nations Charter and international law.

As it faced a second year of tumultuous change around the Arab world in 2012 — including ever-worsening bloodshed in Syria and steady but difficult transitions in Libya, Yemen and elsewhere — the Security Council was seized of new crises building in Mali and Gaza, but also saw long-term stabilization efforts come to fruition, most notably the successful conclusion of United Nations peacekeeping operations in Timor-Leste and the political transition in Somalia.

The Secretary-General’s Special Representative reported to the Security Council this morning that agreements, including a ceasefire, had just been signed in Libreville to contain the latest wave of rebellion in the Central African Republic and define the modalities for power sharing and political transition.

The Security Council would focus in January on comprehensive strategies to stamp out global terrorism and bolster the effectiveness of United Nations peacekeeping operations, the Permanent Representative of Pakistan, which holds the Council’s rotating presidency for the month, said today.

During its two-year tenure as a non-permanent member of the Security Council, South Africa had helped to bolster international peace and security — on the African continent in particular — while advocating for a stronger, more coordinated relationship between the Council and the African Union, the country’s Permanent Representative said at a Headquarters press conference today.

On 31 December 2012, the Security Council Committee established pursuant to resolution 1533 (2004) concerning the Democratic Republic of the Congo added the following two individuals and two entities to the List of Individuals and Entities Subject to the Measures Imposed by paragraphs 13 and 15 of resolution 1596 (2005).
