The Fifth Committee (Administrative and Budgetary) this morning began its consideration of the 1999 reports of the Joint Inspection Unit (JIU) and concluded its general debate on the requests for exemptions from sanctions under Article 19 of the Charter.
The Security Council had used an elastic concept of security to stretch its mandate well beyond what the Charter gave it, said the representative of India this afternoon, as the General Assembly continued its consideration of the Secretary-General's report on the work of the Organization.

NEW YORK, 25 September -- With the ratification of Italy on 22 September, the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women has been ratified by 10 countries. It will enter into force on 22 December.
