Fred Eckhard, Spokesman for the Secretary-General, began today's noon briefing by saying that the ministerial Security Council meeting on Africa had started at roughly 10:30 a.m. and would finish at about 1:15 p.m. The Council was expected to adopt a presidential statement, a draft of which had been made available this morning in the Spokesman's Office.

Mr. Griffiths was to brief correspondents on his recent visit to the Democratic Republic of the Congo and to Rwanda. (Mr. Griffiths' briefing has been issued separately.)

Fred Eckhard, Spokesman for the Secretary-General, began today's noon briefing by reporting that the United Nations humanitarian needs assessment mission to Bamyan in Afghanistan, which had been announced earlier in the week, was still on hold pending clarification of security and the state of the airport in Bamyan. Alternate routes into Bamyan were being explored.
