New Permanent Representative of Chad Presents Credentials

The new Permanent Representative of Chad to the United Nations, Mouctar Abakar, presented his credentials to UN Secretary-General António Guterres today.
Prior to his appointment, Mr. Mouctar held several positions at the Permanent Mission of Chad to the United Nations from 2018 to 2022, including Charge d’Affaires and First Counsellor.
Between 2016 and 2018, he worked at his country’s Ministry of Foreign Affairs in the positions of Head of Asia/Oceania Division, G5 Sahel Focal Point, Director of Bilateral Cooperation and Director General.
Born in 1977, Mr. Abakar earned a Bachelor of Law degree from the University of N’Djamena in Chad and a master’s degree in international relations at the National Chengchi University in Taipei. He received his PhD in international relations from Fudan University in Shanghai.
