Mexico to Host United Nations Preparatory Meeting Aimed at Shaping Vision of Global Compact for Safe, Orderly Migration

The preparatory (stocktaking) meeting of the Intergovernmental Conference to adopt the Global Compact for Safe, Orderly and Regular Migration will take place in Puerto Vallarta, Mexico, from 4 to 6 December.

At the meeting, United Nations Member States, civil society and other stakeholders will have the opportunity to review and distil the information, data and recommendations gathered during the consultations phase of the Global Compact, between April and November 2017, and to engage in a constructive analysis that will inform the process going forward.

The meeting will be co‑chaired by Juan José Gómez Camacho, Permanent Representative of Mexico to the United Nations, and Jürg Lauber, Permanent Representative of Switzerland, who will serve as co‑facilitators of the Global Compact process.

Luis Videgaray, Mexico’s Minister for Foreign Affairs, and Louise Arbour, the United Nations Secretary‑General’s Special Representative for International Migration — in her capacity as Secretary‑General of the Intergovernmental Conference — will open the meeting.

“Migration is a global phenomenon,” said Miroslav Lajčák (Slovakia), President of the General Assembly.  “And a global phenomenon demands a global response, led by a global framework.”  He will address the meeting’s closing session.  William Lacy Swing, Director‑General of the International Organization for Migration, will also participate.

Speaking ahead of the meeting, Ms. Arbour said:  “Over the past months, we have discussed a variety of issues at the global level during informal thematic sessions held in New York, Geneva and Vienna, as well as regional consultations and multi‑stakeholder hearings organized under the auspices of the UN General Assembly.  These have proven very useful in developing a common understanding of the complexity of migration, and in exploring options to address its many facets.”

The intergovernmental negotiations on the Global Compact for Migration will take place between February and July 2018 at United Nations Headquarters in New York.  The Global Compact for Migration would then be adopted at an Intergovernmental Conference proposed for Morocco at the end of that year.
