New Permanent Representative of Paraguay Presents Credentials

The new Permanent Representative of Paraguay to the United Nations, Julio Cesar Arriola Ramirez, presented his credentials to UN Secretary-General António Guterres today.
Prior to his appointment, Mr. Arriola served as his country’s Ambassador to Canada between 2015 and 2017. He was Paraguay’s Deputy Permanent Representative to the United Nations in New York from 2009 to 2011. Mr. Arriola previously served as Chargé d’affaires in his country’s Embassy in Costa Rica (2005-2009) and as Minister in Paraguay’s Permanent Mission to the Organization of American States in Washington, D.C. (1995-1999).
A career diplomat, Mr. Arriola held several positions in the Ministry of Foreign Affairs, including Vice-Minister for Administration and Technical Affairs (2012), Director General for Multilateral Policy (2011-2012), Director for International Organizations (2001), and Head of the North America, Caribbean and Oceania Department (1994).
Born in Asuncion, Paraguay, Mr. Arriola holds a master’s degree from the Inter-American College of Continental Defense in Washington, D.C., and a degree in business administration from the Catholic University of Asuncion. He is also a graduate of the Foreign Ministry’s Diplomatic and Consular Academy.
Born on 20 July 1965, he is married and has four children.
