New Permanent Representative of Cabo Verde Presents Credentials

The new Permanent Representative of Cabo Verde to the United Nations, José Luis Rocha, presented his credentials to UN Secretary-General Ban Ki-moon today.

With more than 30 years of experience in government, international relations, economic cooperation and development, Mr. Rocha served as Ambassador to the United States since 2014 and was Deputy Minister for Foreign Affairs between 2011 and 2014.

A career diplomat and senior member of his country’s diplomatic corps, he previously served as Director of National Political Affairs and Cooperation from 2010 to 2011, and as Director-General of Foreign Policy from 2007 to 2009.

Between 1999 and 2006, Mr. Rocha was Cabo Verde’s Representative of the Organization Internationale de la Francophonie after having served as Ambassador to Belgium and Luxembourg from 1995 to 1999.  Prior to those postings, he spent four years as Director-General for International Cooperation and Deputy National Authorizing Officer of the European Development Fund.

Mr. Rocha holds a bachelor’s degree in political science and a post-graduate diploma in development studies from the Catholic University of Louvain in Belgium.

He is married and has three children.
