Security Council Al-Qaida Sanctions Committee Welcomes Appointment of Catherine Marchi-Uhel to Serve as Ombudsperson
On 14 July 2015, the Secretary-General appointed Catherine Marchi-Uhel (France) to serve as Ombudsperson pursuant to Security Council resolution 1904 (2009), to assist the Security Council Committee pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities in its consideration of requests for removal from the Committee’s Sanctions List.
The Ombudsperson is mandated to interact with petitioners seeking removal from the Al-Qaida Sanctions List, gather information, and prepare and present a comprehensive report and recommendation on each case to the Al-Qaida Sanctions Committee.
The first Ombudsperson appointed by the Secretary-General, Kimberly Prost, was appointed 3 June 2010 and completed her term on 13 July 2015.
Ms. Marchi-Uhel brings to the post an extensive background in the relevant fields of law, human rights and counter-terrorism. Most recently, Ms. Marchi-Uhel served as Head of Chambers at the International Criminal Tribunal for the Former Yugoslavia. A short biography of Ms. Marchi-Uhel is attached.

Biographical Note
Ms. Marchi-Uhel is currently serving as Head of Chambers at the International Criminal Tribunal for the Former Yugoslavia (ICTY). From July 2014 to April 2015, Ms. Marchi-Uhel was seconded to the United Nations Mission in Liberia (UNMIL) as Principal Rule of Law Officer, advising the Special Representative of the Secretary-General and the Deputy Special Representative of the Secretary-General for Rule of Law on justice and security matters.
Ms. Marchi-Uhel has also served as a full-time international judge at the Extraordinary Chambers in the Courts of Cambodia (ECCC) and was a Senior Legal Officer with the ICTY Appeals Chamber. In addition, she served as International Judge of the Pre-Trial Chamber of ECCC, Reserve International Judge of the Supreme Court Chamber of ECCC and International Judge with the United Nations Mission in Kosovo.
Ms. Marchi-Uhel also worked in the French Ministry of Foreign Affairs, Legal Affairs Division, Human Rights Section and served as a Juge des enfants for criminal cases involving juveniles. Ms. Marchi-Uhel studied law at the Ecole Nationale de la Magistrature, the Université de Caen Basse-Normandie, and Université Paris I — Panthéon Sorbonne.
