Security Council 2140 Sanctions Committee Discusses

 

Interim Report of Panel of Experts on Yemen

 

On 10 September 2014, the Security Council’s 2140 Sanctions Committee met to discuss the interim report of the Panel of Experts on Yemen, presented by its Coordinator.

Committee members noted that, during the first phase of its work, the Panel’s investigations have generally revolved around four themes:  (i) the violence and armed conflict in the north of the country, including the fighting in and around Amran city, and the activities of the Houthis, Islah, the tribes, and other factions involved in the conflict; (ii) the activities and influence of former President Ali Abdullah Saleh and the GPC political party of which he is president on the political transition process; (iii) the activities in the south of the country of Al-Qaida in the Arabian Peninsula (AQAP), and also the Hirak Movement; and (iv) attacks on oil distribution pipelines and gas and electricity networks, particularly in Ma’rib Governorate.

Committee members recalled that, since the writing of the Panel’s interim report, the Security Council, in its presidential statement of 29 August 2014, inter alia:  supported President Abd Rabbo Mansour Hadi in his efforts to address the concerns of all parties within the framework of the National Dialogue Conference Outcomes, urging the Yemeni authorities to expedite the process of reforms, including Army and security sector reform; noted with concern that the Houthis and others continued to stoke the conflict in an attempt to obstruct the political transition; expressed grave concern about the deterioration of the security situation in Yemen in light of the actions taken by the Houthis, led by Abdul Malik al Houthi, and those who support them, to undermine the political transition and security of Yemen; and condemned the actions of Houthi forces commanded by Abdullah Yahya al Hakim (Abu Ali al Hakim) who overran Amran, including the Yemeni Army Brigade headquarters on 8 July.

Supporting the efforts of the Panel of Experts, and noting that the final report was due on 25 February, Committee members looked forward to the rapid development, given the pace of developments on the ground, in the second phase of the Panel’s work, of specific lines of enquiry and focused case-studies in relation to individuals or entities engaging in or providing support for acts that threaten the peace, security or stability in Yemen.  They invited relevant information to be conveyed to the Panel of Experts.  They also welcomed the invitation to visit extended by each member country of the Gulf Cooperation Council (GCC) to the Panel.

Committee members expressed their readiness, with a sense of urgency, to consider proposals for the designation of individuals or entities as subject to the targeted sanctions measures.
