Biographical Note


NEW PERMANENT REPRESENTATIVE OF AZERBAIJAN PRESENTS CREDENTIALS

Yashar Teymur oglu Aliyev, the new Permanent Representative of Azerbaijan to the United Nations, presented his credentials to Secretary-General Kofi Annan today.


Mr. Aliyev began his diplomatic career at the United Nations in New York some 10 years ago, serving as Counsellor on Political Affairs in the Azerbaijan Mission from May 1992 through January 2002.  During that time, he served two one-year terms as Chargé d'affaires, in 1993 and in 2001, respectively.


Prior to his duties in New York, Mr. Aliyev held several posts in Azerbaijan's Ministry of Foreign Affairs at Baku.  After serving as the Ministry's First Secretary in (1989) and Second Secretary (1990), he moved on to the Department of Information and Political Analysis in 1992.  That year, he also headed the Ministry's Department of International Organizations.


Mr. Aliyev took up Oriental Studies at Azerbaijan State University in 1972 and, in 1977, received the school's highest degree.  He continued his education in Moscow, at Russia's Academy of Sciences, doing two years of post-graduate work at the Oriental Studies Institute from 1980 to 1982.  In the early 1990s, he also studied for a year at the Diplomatic Academy in Russia's Ministry of Foreign Affairs.


Mr. Aliyev's early career followed the path of his educational training.  He held a decade-long position -- from 1979 to 1989 -- as a Research Fellow in the Oriental Studies Institute of the Azerbaijan Academy of Sciences.  Mr. Aliyev, who speaks fluent English, Arabic, Russian and Turkish, also participated in two Soviet trade and technical assistance missions to Iraq (1977-1979) and Kuwait (1985-1987).


Born in August 1955, Mr. Aliyev is married with two children.
