NEW PERMANENT REPRESENTATIVE OF NIGER PRESENTS CREDENTIALS

Ousmane Moutari, the new Permanent Representative of the Niger to the United Nations, today presented his credentials to Secretary-General Kofi Annan.

From May 1998 to December 1998, Mr. Moutari served as the Special Adviser for Diplomatic Affairs in the Office of the President of the Niger. From February 1997 to December 1997, he was the Secretary-General of the Ministry for African Integration and Citizens of the Niger Abroad. Mr. Moutari also served from 1995 to 1997 as the Representative of the Secretary- General of the Organization of the Islamic Conference to the King of Morocco, who was the Chairman of the Seventh Conference.

Mr. Moutari was the Director of the Cabinet of the Secretary-General of the Organization of the Islamic Conference, in Jeddah, Saudi Arabia, from 1993 to 1995. He also served as Ambassador of the Niger to the former Soviet Union/Commonwealth of Independent States from 1990 to 1993. From April 1987 to December 1990, he was the First Counsellor in the Embassy of the Niger to the Federal Republic of Germany, the Nordic countries and the Holy See.

From 1979 to 1987, Mr. Moutari also served as Director, Office of Political and Cultural Affairs, Ministry of Foreign Affairs and Cooperation of the Niger; First Secretary, Permanent Mission of the Niger to the United Nations in New York; and was a member of the delegation of the Niger to the Security Council.

In 1979, Mr. Moutari received a public law degree with a concentration on international relations from the Faculty of Law and Economics, Yaoundé, Cameroon. In 1984, he also received a diploma from the Institut international d'administration publique, Paris, France.

Born in 1952 in Tirmini, Niger, Mr. Moutari is married with two children.
