NEW PERMANENT REPRESENTATIVE OF SEYCHELLES PRESENTS CREDENTIALS

19980313 Biographical Note

Claude Sylvestre Anthony Morel, the new Permanent Representative of the Seychelles to the United Nations, this afternoon presented his credentials to Secretary-General Kofi Annan. Mr. Morel has served as Ambassador to the European Communities, Germany and the Benelux countries (Belgium, Netherlands, Luxembourg) since January 1997. From August 1996, he was Chargé d'affaires, with ambassadorial rank, to the United Nations, the United States and Canada. He was appointed Ambassador Extraordinary and Plenipotentiary in May 1996.

From 1993 to 1996, Mr. Morel served as Director General for Foreign Affairs and International Cooperation in the Seychelles' Foreign Ministry. Prior to that, from February 1990, he was Director-General in the External Relations Division of the Ministry of Environment, Economic Planning and External Relations. From July 1988 to February 1990, he served as Chargé d'affaires in the Seychelles Embassy in Paris.

Mr. Morel began his career in 1981 as Assistant International Relations Officer in the Seychelles' Foreign Ministry, where he became Second Secretary in 1982. He was also Chief Protocol Officer in the Ministry of Planning and Foreign Relations from 1983 to 1987, and served from February 1987 to July 1988 as Director of External Relations at the Department of Planning and External Relations. In addition, Mr. Morel has been a member of delegation for several presidential visits abroad since 1983. He has also been member or head of delegation to meetings of the Organization of African Unity (OAU) and the Non-Aligned Movement, as well as to the United Nations General Assembly and several specialized agencies.

From 1992 to 1996, Mr. Morel served as a Board Member of the Seychelles Fishing Authority, and from 1990 to 1993, as a Board Member of the Seychelles Islands Foundation.

Fluent in English, French and Creole, Mr. Morel holds diplomas from the Seychelles College and the University of Cambridge. From 1976 to 1980, he studied at the University of Lille in France, where he earned a Diplôme Supérieur d'Études Françaises, and a Diplôme d'Études Universitaires Générales in Literature and History.

Born on 25 September 1956 in Victoria, Mahé, Seychelles, Mr. Morel is married and has two children. * *** *
