PATRIZIO M. CIVILI OF ITALY APPOINTED ASSISTANT SECRETARY-GENERAL FOR POLICY COORDINATION, INTER-AGENCY AFFAIRS
19980213 Biographical Note Secretary-General Kofi Annan today announced the appointment of Patrizio M. Civili (Italy) to the newly established post of Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs in the Department of Economic and Social Affairs.The establishment of this position was approved by the General Assembly last December and is part of the Secretary-General's reform initiatives aimed at strengthening substantive support to the Economic and Social Council and the Assembly in the economic and social field, as well as to the Administrative Committee on Coordination (ACC).
The Department of Economic and Social Affairs, headed by Under-Secretary- General Nitin Desai, was created last year in the first phase of the Secretary- General's reform programme, which included the merger of three Headquarters departments in the economic and social area.
Mr. Civili is currently serving as Director in the Executive Office of the Secretary-General overseeing economic and social affairs. He also serves as Secretary of the ACC which, under the chairmanship of the Secretary-General, comprises the executive heads of all specialized agencies, including the Bretton Woods institutions, and the heads of all United Nations programmes and funds. He will continue to act as ACC Secretary, responsible to the Secretary-General.
Mr. Civili joined the United Nations Secretariat in 1969 in the Office for Inter-Agency Affairs and Coordination -- a component of the Executive Offices of the Secretary-General which provided the secretariat of the ACC. In 1978, he transferred to the Economic Commission for Latin America and the Caribbean (ECLAC), serving in its Port of Spain office in Trinidad and Tobago as Secretary of the Caribbean Development and Cooperation Committee and as Coordinator of that body's work programme of economic cooperation.
Returning to New York in 1979 upon the establishment of the Office of the Director-General for Development and International Economic Cooperation, Mr. Civili served there until 1985, with responsibility for policy coordination and institutional affairs. From 1985 to 1986, he acted as Chief of the Office of the Under-Secretary-General of the then Department of Economic and Social Affairs.

From 1986 to 1992, Mr. Civili served in Geneva as the senior member of the cabinet of the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) and as Director for Programme Support and Management Services of UNCTAD. In that capacity, he was responsible for the UNCTAD division and for its services dealing with technical cooperation, personnel and financial management, and conference affairs.
Throughout his career, Mr. Civili has been closely associated with the work of the Economic and Social Council and the ACC, as well as with reform processes both at Headquarters and in Geneva. Special assignments have included acting as Deputy Secretary of the High-Level Group on the Restructuring of the Economic and Social Sectors of the United Nations System (1975), as well as of the first Habitat Conference (Vancouver, 1976).
In addition, he served as Secretary of the seventh session of UNCTAD (Geneva, 1987), as well as of the United Nations Congress on Crime Prevention and the Treatment of Offenders (Milan, 1987), the Second United Nations Conference on the Least Developed Countries (Paris, 1990), and the eighth session of UNCTAD (Cartagena de Indias, 1992).
Mr. Civili, who was awarded a Fullbright Scholarship and a Johns Hopkins University Fellowship, holds a doctorate in political science from the University of Rome, where he specialized in comparative constitutional law. He also holds a Masters of Arts degree in political science from the University of Washington in Seattle. In addition, he has attended Gonzaga University in Spokane, Washington, and the School of Advanced International Studies of Johns Hopkins University in Bologna, Italy.
Mr. Civili was born in Rome on 15 March 1944.
