NEW PERMANENT REPRESENTATIVE OF UKRAINE PRESENTS CREDENTIALS
19971114 Biographical Note Volodymyr Y. Yel'chenko, the new Permanent Representative of Ukraine, today presented his credentials to Secretary-General Kofi Annan.Prior to his current appointment, Mr. Yel'chenko held several posts in Ukraine's Ministry of Foreign Affairs, having served from 1995 as the Director of the Department of International Organizations and as Deputy Director of the same Department from 1993 to 1995. Between 1992 and 1993, he served as First Secretary and Section Chief of the Department.
Mr. Yel'chenko began his diplomatic career at the Foreign Ministry, working in the Department of State Protocol, from 1981 to 1984. Following his first two-year term in the Department of International Organizations, from 1984 to 1986, Mr. Yel'chenko held the post of Second Secretary at Ukraine's Permanent Mission to the United Nations, from 1986 to 1992.
Mr. Yel'chenko has represented his country at many United Nations meetings and bodies, including regular and special sessions of the General Assembly, sessions of the United Nations Conference on the Law of the Sea, the Committee on the Peaceful Uses of Outer Space, and the Ad Hoc Committee on the Drafting of an International Convention against the Recruitment, Use, Financing and Training of Mercenaries. He has also worked to end the conflict in the former Yugoslavia, participating in a range of international efforts to restore peace to the region.
In 1993, Mr. Yel'chenko worked as a member of the United Nations Protection Force (UNPROFOR) as a Civil Affairs Officer in Sector West (Croatia). In May 1994, he served as electoral observer for the United Nations Observer Mission in South Africa (UNOMSA).
Mr. Yel'chenko holds a Master of Arts degree in International Relations and International Law from Kiev State University (1981).
Born in Kiev in 1959, he is married and has one daughter.
