SECRETARY-GENERAL ANNOUNCES NEW APPOINTMENTS
19970128 Secretary-General Kofi Annan has announced today the following staffing decisions which, his Spokesman said, were based on three principal guidelines: the need to bring in new talent to the Organization; the need to recognize performance by promoting staff from within the Secretariat; and the need to retain competent and experienced people to ensure continuity.In the economic and social fields, the Secretary-General has re- appointed Nitin Desai (India) as Under-Secretary-General for Policy Coordination and Sustainable Development, and Yongjian Jin (China) as Under- Secretary-General for Development Support and Management Services. Angela King* (Jamaica) was appointed Special Adviser on Gender Issues and Advancement of Women at the Assistant Secretary-General level in the Department for Policy Coordination and Sustainable Development.
In the political, security and humanitarian fields, the Secretary- General re-appointed Yasushi Akashi (Japan) as Under-Secretary-General for Humanitarian Affairs, and appointed Bernard Miyet* (France) as Under- Secretary-General for Peace-Keeping Operations, and Sir Kieran Prendergast* (United Kingdom) as Under-Secretary-General for Political Affairs. At the Assistant Secretary-General level, he has appointed Hédi Annabi* (Tunisia) and re-appointed Manfred Eisele (Germany) to the Department of Peace-Keeping Operations, and Alvaro de Soto (Peru) to the Department of Political Affairs.
Also re-appointed today were Joseph Connor (United States), Under- Secretary-General for Administration and Management; Hans Corell (Sweden), Under-Secretary-General for Legal Affairs and United Nations Legal Counsel; he appointed Jean-Pierre Halbwachs* (Mauritius), Assistant Secretary-General and United Nations Controller; and re-appointed Denis Halliday (Ireland), Assistant Secretary-General for Human Resources Management; Samir Sanbar (Lebanon), Assistant Secretary-General for Public Information; and Benon Sevan (Cyprus), Assistant Secretary-General for Conference and Support Services.
In addition, the Secretary-General has appointed Jean-Claude Aimé* (Haiti) to the United Nations Compensation Commission, in Geneva. In his Executive Office, S. Iqbal Riza* (Pakistan) has been appointed Chef de Cabinet, at the Under-Secretary-General level, and Gillian Sorensen* (United States) as Assistant Secretary-General for External Relations.

Fred Eckhard was appointed the Secretary-General's Spokesman.
The Secretary-General has accepted the resignations of the following senior officials and has conveyed to them his deep appreciation for their services to the United Nations: Rosario Green, Special Adviser to the Secretary-General; Ismat Kittani, Special Adviser to the Secretary-General; Jean-Claude Milleron, Under-Secretary-General in the Department for Economic and Social Information and Policy Analysis (DESIPA); Joseph Reed, Special Representative of the Secretary-General for Public Affairs; and Yukio Takasu, Assistant Secretary-General, Controller.
