NEW PERMANENT REPRESENTATIVE OF ALGERIA PRESENTS CREDENTIALS

19960919 Biographical Note

Abdallah Baali, the new Permanent Representative of Algeria to the United Nations, today presented his credentials to Secretary-General Boutros Boutros-Ghali. He has been Algeria's Ambassador to Indonesia and Ambassador designate non-resident to Australia, New Zealand and Brunei Darussalam since 1992.

During the period from 1992 to 1996, Mr. Baali led Algeria's delegation to several international meetings, including a Ministerial Meeting on Biodiversity in Jakarta, as well as a Non-Aligned Meeting of Ministers of Population and a World Tourism Organization Ministerial Meeting. He also represented his country at several Non-Aligned Meetings of Foreign Ministers, at Non-Aligned Meetings of Agriculture Ministers, and at a Ministerial Meeting of the Organization of Petroleum Exporting Countries (OPEC).

From 1990 to 1992, Mr. Baali was head of the Department of Communication and Documentation at Algeria's Foreign Ministry. He also served at several Summits of the Maghreb Arab Union, as well as at a 1990 Arab League Summit. He participated in meetings held in Tunisia, Morocco, Mauritania, Brussels, Rome and Madrid in the framework of Maghreb and European meetings, and led Algeria's delegation to a 1992 meeting on Middle East refugees.

Mr. Baali began his career in 1977 as a Secretary of Foreign Affairs, serving in that capacity until 1982. From 1982 to 1989, he was part of Algeria's delegation to the United Nations, attending the thirty-seventh through forty-third sessions of the General Assembly. He also represented Algeria at various Ministerial Meetings of the Arab League and of the Organization of the Islamic Conference.

From 1984 to 1989, Mr. Baali was a member of Algeria's delegation to the Preparatory Commission works on the Law of the Sea, and from 1989 and 1990, he served as Algeria's alternate representative to the Security Council. From 1989 to 1990, he was also Adviser to his Foreign Minister in Charge of Arab and European Affairs.

Mr. Baali holds a diploma from the Diplomatic section of the Ecole Nationale d'Administration, Algiers, as well as diploma on contemporary American politics from New York University. Born in Guelma, Algeria on 19 October 1954, he is married and has two children.
