NEW PERMANENT REPRESENTATIVE OF KENYA PRESENTS CREDENTIALS
19960919 Biographical Note Njuguna M. Mahugu, the new Permanent Representative of Kenya to the United Nations, today presented his credentials to Secretary-General Boutros Boutros-Ghali. He has been Kenya's High Commissioner to Australia and New Zealand since 1993.Prior to his current appointment, Mr. Mahugu served as Head of Protocol and Liaison for the Council of Ministers of the Organization of African Unity (OAU) and for its 18th Summit of Heads of State and Government, in 1981. During the same year, he was also Head of Protocol and Liaison for the United Nations Conference on New and Renewable Sources of Energy.
In 1982, Mr. Mahugu was promoted from Senior Assistant Secretary to the position of Counsellor. In 1984, he was sent to Canberra, Australia, to establish the new Kenya High Commission, which he headed as Acting High Commissioner. In 1987, he was appointed Chief of Protocol, and in 1991 became Kenya's High Commissioner to Australia.
Mr. Mahugu began his career in 1970 as Assistant Secretary at Kenya's Foreign Ministry, serving from 1972 to 1975 at its embassy in Addis Ababa. From 1976 to 1979, he was at the Foreign Ministry in Nairobi, working in its Africa Department, Protocol Division and Administration Department.
During this period, Mr. Mahugu was also a member of the Secretariat for various international meetings held in Nairobi, including the United Nations Conference on Trade and Development (UNCTAD IV), the United Nations Educational, Scientific and Cultural Organization (UNESCO) General Conference, and a session of the OAU Council of Ministers, as well as at bilateral negotiations involving Nigeria, Sudan and Uganda.
Among the meetings he has attended, Mr. Mahugu represented Kenya at the OAU Council between 1972 and 1975. During 1987, he represented his country at the Non-Aligned Conference of Ministers and Summit. In 1993, he led Kenya's delegation to the Thirtieth Extraordinary Session of the International Civilian Aviation Organization (ICAO) Assembly, and was also a member of Kenya's delegation to the Commonwealth Heads of State and Government Meeting at Auckland, New Zealand.
Mr. Mahugu received his Bachelor of Science degree in 1970 from Mount Saint Mary's College, Maryland, United States. In 1972, he was awarded a post graduate diploma in international relations and law from the Institute of Social Studies at The Hague, Netherlands.
Born on 22 February 1948, Mr. Mahugu is married and has four children.
