RESOLUTION ON FOREIGN ECONOMIC INTERESTS IN NON-SELF-GOVERNING TERRITORIES APPROVED BY FOURTH COMMITTEE

The General Assembly would call on administering Powers to ensure that no discriminatory and unjust wage systems or working conditions exist in their Non-Self-Governing Territories and to apply a uniform wage system without discrimination, by the terms of a draft resolution approved this morning by the Fourth Committee (Special Political and Decolonization).

Following action on a number of changes proposed by the European Union, the Committee approved the amended text of foreign economic and other interests impeding implementation of the Declaration on decolonization, as a whole, by a vote of 70 in favour to 41 against, with 4 abstentions (Argentina, Azerbaijan, Morocco, Philippines). (For details of the vote, see Annex XXIII.)

By other terms of the text -- one of several recommended by the Special Committee on decolonization and acted upon today -- the Assembly would again state that the exploitation of marine and other natural resources of colonial and Non-Self-Governing Territories by foreign economic, financial and other interests threatened their integrity and prosperity.

Of the 34 amendments proposed by the European Union, 13 were approved without a vote, while 21 individual amendments were defeated in a series of recorded votes (Annexes II through XXII).

In introducing the amendments, the representative of Spain said they were intended to break the stalemate by which the Union, in the past, had voted against some Fourth Committee decolonization texts as a whole. The amendments were aimed at trying to give a more positive tone to the draft resolution on foreign economic interests, he said.

Prior to the voting, a number of States expressed concern that the amendments had not been presented to the Special Committee, where they could have been considered and might have been incorporated in its recommended text.

The representative of Sierra Leone, Acting Chairman of the Special Committee, said that body had been flexible and innovative in its recommendations and was ready to work with the administering Powers in a constructive spirit. It was, therefore, willing to accept a number of the proposed amendments.

The amendments then approved this morning were those the Special Committee indicated as acceptable. All of the remaining proposals were defeated.

Statements on foreign economic and other interests were also made by the representatives of Colombia (as Chairman of the Non-Aligned Movement), Papua New Guinea (as Chairman of the Subcommittee on Small Territories), Cuba (as Vice-Chairman of the Special Committee and a member of the Non-Aligned Movement), Russia, United States, United Republic of Tanzania, Syria, Mexico, Libya and Oman.

Also this morning, the Committee approved draft resolutions on information on Non-Self-Governing Territories, military activities and arrangements, implementation of the Decolonization Declaration by specialized agencies and international institutions, and offers of study and training facilities.

By a recorded vote of 76 in favour to 40 against with 3 abstentions (Argentina, Morocco, New Zealand), the Committee approved a draft decision on the military activities by colonial Powers in Territories under their administration (Annex XXIV).

By its terms, the Assembly would reaffirm that military bases could be an obstacle to the people's exercise of their right to self-determination. It would also reiterate that the colonial and Non-Self-Governing Territories and adjacent areas should not be used for nuclear testing, dumping of nuclear wastes or deployment of nuclear and other weapons of mass destruction.

Statements on military activities were made by the representatives of Australia, Russian Federation and Spain (for the European Union).

Another text would have the Assembly reaffirm that, until it decided a Non-Self-Governing Territory had attained a full measure of self-government, the administering Power concerned should continue transmitting to the Secretary-General, on a regular basis, statistical and technical information on economic, social and educational conditions in a Territory in accordance

with Article 73 e of the United Nations Charter. That draft resolution was approved by a vote of 121 in favour to none against with 3 abstentions (France, United Kingdom, United States) (Annex I). The United Kingdom spoke in explanation of vote.

By another draft resolution, the Assembly would request that specialized agencies and other United Nations organizations examine conditions in each Territory so as to accelerate economic and social progress. They would also be asked to strengthen existing support and formulate appropriate assistance programmes. The text was approved by a recorded vote of 91 in favour to none against with 43 abstentions (Annex XXV). The United States spoke in explanation of vote.

Acting without a vote, the Committee approved a draft resolution by which the Assembly would invite all Member States to offer study and training facilities to the inhabitants of the Territories and provide travel funds to students wherever possible. It would urge the administering Powers to ensure the widespread and continuous dissemination in the Territories of such offers and training facilities made available by States.

In other action, the Committee decided to take up its item on the situation in occupied territories of Croatia at a future meeting.

The Fourth Committee will meet again at 3 p.m. today to continue taking action on decolonization texts.

Committee Work Programme

The Fourth Committee (Special Political and Decolonization) met this morning to take action on a series of draft resolutions and decisions on decolonization questions.

The Committee had before it texts contained in the report of the Special Committee on Decolonization (A/50/23, Parts III-VI) concerning information from the Non-Self-Governing Territories and activities of foreign economic and other interests impeding implementation of the Declaration on decolonization.

Other texts in the Special Committee's report concern military activities and arrangements by colonial Powers in Territories under their administration; and the implementation of the Declaration by United Nations specialized agencies and associated international institutions.

The Fourth Committee was also expected to take action on two draft resolutions approved by the Special Committee on the situation in 12 Non-Self- Governing Territories: American Samoa, Anguilla, Bermuda, the British Virgin Islands, the Cayman Islands, Guam, Montserrat, Pitcairn, St. Helena, Tokelau, Turks and Caicos Islands and United States Virgin Islands.

In addition, the Committee was scheduled to take action on draft resolutions submitted by Member States on offers by Governments of study and training facilities for inhabitants of Non-Self-Governing Territories, as well as on the question of Western Sahara and the situation in New Caledonia. A draft decision submitted by the Chairman addresses the question of Gibraltar.

By the terms of a draft resolution on information from Non-Self- Governing Territories transmitted under article 73 e of the Charter (A/50/23, Part IV, chap. VIII, para. 8), the General Assembly would reaffirm that in the absence of its decision that a Non-Self-Governing Territory had attained a full measure of self-government, the administering Power should continue transmitting information on that Territory in accordance with article 73 e. Under that article, administering Powers are requested to transmit to the Secretary-General, on a regular basis, statistical and technical information relating to economic, social and educational conditions in a Territory.

The administering Powers would be requested to include the fullest possible information on political and constitutional developments within a maximum period of six months following the expiration of the administrative year in the Territories. The Secretary-General would be requested to continue ensuring that adequate information was drawn from all available published sources in connection with the preparation of working papers.

Another draft on the activities of foreign economic, financial and other interests, (A/50/23 Part III, chap. V) would have the Assembly reiterate that

the exploitation and plundering of marine and other natural resources of colonial and Non-Self-Governing Territories by foreign economic interests, in violation of relevant United Nations resolutions, was a threat to the integrity and prosperity of the Territories. It would urge the administering Powers to safeguard and guarantee the inalienable rights of people of the Territories to their natural resources and to control over the future development of those resources.

The draft calls on administering Powers to ensure that no discriminatory and unjust wage systems or working conditions exist in the Territories and to apply a uniform wage system without discrimination. It requests the Secretary-General to continue informing the public of activities which impede the implementation of the Declaration.

Spain proposed amendments to the draft resolution contained in para. 16 (A/C.4/50/L.7).

By the terms of a draft decision on military activities and arrangements by colonial powers in Territories under their administration (A/50/23, Part III, chap. VI, para. 14), the Assembly would reaffirm that military bases could be an obstacle to the exercise by the people of their right to self- determination and should be withdrawn. It would reiterate that the colonial and Non-Self-Governing Territories and adjacent areas should not be used for nuclear testing, dumping of nuclear wastes or deployment of nuclear and other weapons of mass destruction.

The Assembly would urge the administering Powers concerned to continue to take all necessary measures not to involve those Territories in any offensive acts or interference against other States. It would once again call on the administering Powers to terminate such activities and to eliminate such military bases in compliance with its relevant resolutions.

Another draft (A/50/23 Part IV, chap. VII, para. 14), would have the Assembly request that specialized agencies and other United Nations organizations examine conditions in each Non-Self-Governing Territory to accelerate economic and social progress. They would also be asked to strengthen existing support and formulate appropriate assistance programmes.

The text requests the administering Powers to facilitate the participation of appointed and elected representatives of the Territories in relevant United Nations meetings and conferences. It also requests the Secretary-General to continue assisting the specialized agencies and other United Nations bodies in working out appropriate measures to implement relevant resolutions.

By the terms of a draft on offers by Member States of Study and Training facilities for the inhabitants of the Territories (A/C.4/50/L.4), the Assembly

would invite all Member States to make or continue to make generous offers of study and training facilities to the inhabitants of those Territories that have not yet attained self-government or independence and provide travel funds to students wherever possible.

The Assembly would also urge the administering Powers to take effective measures to ensure the widespread and continuous dissemination in the Territories of information on study offers and training facilities made by States, and to provide the necessary facilities for students to avail themselves of such offers.

The draft is sponsored by Algeria, Antigua and Barbuda, Argentina, Brazil, China, Cuba, India, Indonesia, Iran, Mali, New Zealand, Nicaragua, Pakistan, Panama, Philippines, Singapore, Sudan, Thailand, Trinidad and Tobago, and the United Republic of Tanzania.

A draft resolution on Western Sahara (A/C.4/50/L.5 Rev.1) would have the Assembly reiterate its support for further efforts by the Secretary-General to have the United Nations organize and supervise, in cooperation with the Organization of African Unity (OAU), a self-determination referendum for the people of the Territory, in conformity with the settlement plan approved by the Security Council. The Assembly would reaffirm the agreed goal of holding a free, fair and impartial referendum for the people of the Western Sahara without any military or administrative constraints.

By other terms of the text, the Assembly would note with concern the insufficient progress made towards the fulfilment of the settlement plan, including the identification process, the code of conduct, the release of political prisoners, the confinement of troops of the Frente Popular para la Liberacion de Saguia el-Hamra y de Rio de Oro and the arrangements for the reduction of the Moroccan troops in the territory.

The Assembly would also take note of the Security Council's decision to review arrangements for the completion of the identification process and to consider at that time any further necessary measures which might be taken to ensure the prompt completion of the process and all other aspects relevant to the settlement plan.

Also, the Assembly would express the hope that direct talks between the two parties would soon resume in order to create a propitious atmosphere for a speedy implementation of the settlement plan.

The Assembly would call on the Kingdom of Morocco and the Frente Polisario to work with the Secretary-General and the United Nations Mission for the Referendum for the People of the Western Sahara (MINURSO) to implement the settlement plan in accordance with the relevant Security Council resolutions.

The draft resolution is sponsored by the following 58 States: Algeria, Antigua and Barbuda, Bahamas, Barbados, Belize, Bolivia, Botswana, Burundi, Cape Verde, Costa Rica, Cuba, Cyprus, Dominica, Ecuador, Ethiopia, Fiji, Gambia, Ghana, Grenada, Guyana, Honduras, Jamaica, Kenya, Lesotho, Malawi, Marshall Islands, Mauritania, Mauritius, the Federated States of Micronesia, Mozambique, Namibia, Nicaragua, Niger, Nigeria, Palau, Panama, Papua New Guinea, Paraguay, Rwanda, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Seychelles, Sierra Leone, Slovenia, Solomon Islands, South Africa, Suriname, Trinidad and Tobago, Uganda, United Republic of Tanzania, Uruguay, Vanuatu, Venezuela, Viet Nam, Zambia and Zimbabwe.

By a draft decision on Gibraltar submitted by the Chairman (A/C.4/50/L.3), the Assembly would urge the Governments of Spain and the United Kingdom to continue their negotiations with the aim of reaching a definitive solution to the problem of Gibraltar in the light of relevant General Assembly resolutions and in the spirit of the United Nations Charter.

By the terms of a draft resolution on New Caledonia (A/50/23, part V, chap.IX, para. 20), the Assembly would invite all parties to continue promoting a framework for peaceful progress towards self-determination for the Territory, in accordance with the Matignon Accords. It would welcome measures to diversify the New Caledonian economy, and greater progress in housing, employment, education, training and health care.

The draft acknowledges the contribution by the Melanesian Cultural Centre in protecting the Territory's indigenous culture. It notes positive initiatives to protect New Caledonia's natural environment, notably the "Zoneco" operation designed to map and evaluate marine resources within the Territory's economic zone. It also welcomes high-level visits by delegations from countries of the Pacific region and from members of the South Pacific Forum.

A general consolidated text on the 12 Non-Self-Governing Territories (A/50/23, Part VI) reaffirms that it is ultimately for the people of those Territories to determine freely their political status and requests the administering Powers to facilitate political education programmes to increase people's awareness of their options.

The text calls for measures to protect and conserve the environment of the Territories and for specialized agencies to continue environmental monitoring. It also calls on the administering Powers to continue cooperating with territorial Governments to counter drug trafficking and money laundering, and to facilitate the dispatch of United Nations visiting missions.

The second part of the resolution deals with specific conditions in each Territory.

Regarding American Samoa, the administering Power is called on to continue promoting the country's economic and social development and the development of manpower resources.

The section on Anguilla requests all countries, organizations and United Nations agencies with deep-sea fishing experience to assist the Territory to improve its capacity to exploit deep-sea fishing.

On Bermuda, the administering Power is called on to facilitate a visit by a team from the Special Committee to observe the independence referendum in Bermuda and to continue socio-economic development programmes.

In the section on the British Virgin Islands, the administering Power, specialized agencies and financial institutions are requested to continue providing development assistance, bearing in mind the vulnerability of the Territory to external factors.

Regarding the Cayman Islands, the text asks the administering Power to consult with the territorial Government in facilitating the expansion of current employment programmes and agencies and other United Nations organizations to continue their assistance to strengthen, develop and diversify the economy. It also asks the administering Power and the territorial Government to continue cooperating to counter money-laundering, smuggling of funds and other related crimes as well as drug trafficking.

On Guam, the Assembly would call on the administering Power and the territorial Government to expedite the early conclusion of negotiations on the draft Guam Commonwealth Act and the future status of the Territory. It would request the administering Power to continue assisting the elected Government in achieving its political, social and economic goals.

It would also ask the administering Power and territorial Government to continue cooperating in the transfer of land to the people of the Territory, and take the necessary steps to safeguard their property rights. The administering Power would also be asked to continue recognizing and respecting the political rights and cultural and ethnic identity of the Chamorro people.

In the section on Montserrat, the administering Power is asked to conduct an appropriate exercise, at the earliest possible date, to ascertain the will of the people on the Territory's future status. Specialized agencies and other United Nations organizations, as well as regional and multilateral financial institutions, are asked to continue assistance to strengthen, develop and diversify Montserrat's economy.

The draft text expresses satisfaction with the continued economic and social advancement of the Territory of Pitcairn, as well as the improvement of its communications with the outside world and its conservation management

plan. The administering Power is asked to continue its assistance for social and economic improvement.

On St. Helena, the administering Power would be asked to conduct a constitutional review in the Territory, taking into account the wishes of its population. Relevant regional and international organizations would be asked to continue supporting the territorial Government to address the socio- economic development of the Territory.

The Assembly, by another part of the draft text, would welcome New Zealand's assurances that it would meet its obligation to the United Nations with respect to Tokelau and abide by the freely expressed wishes of the people with regard to their future status. It would invite the administering Power and United Nations agencies to continue their assistance to the social and economic development of Tokelau.

On the Turks and Caicos Islands, the Assembly would ask the administering Power to conduct, at the earliest possible date, an appropriate exercise to ascertain the will of the people regarding the Territory's future status. It would call on the administering Power and relevant regional and international organizations to continue to support the efforts of the territorial Government to address socio-economic development.

Finally, with respect to the United States Virgin Islands, the Assembly would request the administering Power to continue to assist the elected territorial Government in achieving its political, economic and social goals, and to facilitate the participation of the Territory, as appropriate, in various organizations, particularly the Organization of Eastern Caribbean States and the Caribbean Community. It would welcome the negotiations between the administering Power and the territorial Government on the question of Water Island.

The United States and the United Kingdom have submitted amendments to the text (A/C.4/50/L.6 Part VI, chap. X, para. 25).

Action on Draft Resolutions

The Committee first turned to the draft resolution on information from Non-Self-Governing Territories transmitted under article 73 e of the Charter.

The text was approved by a recorded vote of 121 in favour to 0 against, with 3 abstentions (the United Kingdom, United States and France). (See Annex I.)

The representative of the United Kingdom said his Government would abstain on the text, as in previous years. It did not agree that it was for the General Assembly to decide when a Non-Self-Governing Territory had reached

a level of self-government sufficient to relieve the administering Power of the obligation to submit information under Article 73 e of the Charter. Such decisions must be left to the Government of the Territory concerned and the administering Power.

The Committee then turned to the draft resolutions on the activities of foreign economic, financial and other interests.

JAVIER PEREZ-GRIFFO (Spain), speaking on behalf of the European Union, introduced amendments to the draft resolution (in document A/C.4/50/L.7). He said that, in some cases in the past, the Union had voted as a whole against some of the Fourth Committee's decolonization texts. "This was negatively perceived by some." In order to break that stalemate, it was trying to give a more positive tone to the draft resolution on foreign economic interests.

Foreign investment in Non-Self-Governing Territories did not necessarily have a negative impact on those Territories, he said. On the contrary, if done in a sensible way and in consultation with the peoples of the Territories, it often had very positive effects. In an effort to bridge its gap with the Special Committee, at least in part, the Union was proposing a number of amendments.

The proposed amendments are as follows (see document A/C.4/50/L.7):

1. This would replace the title to read as follows: "Economic and other activities which affect the interests of the peoples in Non-Self- Governing Territories".

2. This would amend the third preambular paragraph. Draft amendment 2 (a) would delete "containing the Declaration on the Granting of Independence to Colonial Countries and Peoples". Draft amendment 2 (b) would insert "relevant" after "other". Draft amendment 2 (c) would delete "on this subject". Draft amendment 2 (d) would delete "endorsing the plan of action for the International Decade for the Eradication of Colonialism".

3. This would delete the fifth preambular paragraph.

4. This would amend the sixth preambular paragraph by deleting the following words: "colonial and".

5. This would replace the tenth preambular paragraph with the following:

"Concerned about any activities aimed at the exploitation of the natural and human resources of the Non-Self-Governing Territories to the detriment of the interests of the inhabitants of those Territories",

6. This would replace the following opening lines of operative paragraph 1:

"Reaffirms the inalienable right of the peoples of colonial and Non-Self-Governing Territories to self-determination and independence."

It would replace that with the following:

"Reaffirms the right of the peoples of Non-Self-Governing Territories to self-determination in conformity with the Charter of the United Nations and General Assembly resolution 1514 (XV), containing the Declaration on the Granting of Independence to Colonial Countries and Peoples."

7. This would insert a new operative paragraph 2 as follows:

"2. Affirms the value of foreign economic investment undertaken in collaboration with the people of the Non-Self-Governing Territories and in accordance with their wishes in order to make a valid contribution to the socio-economic development of the Territories;"

8. This would replace the former operative paragraph 2 with the following new operative paragraph 3:

"3. Reaffirms the responsibility of the administering Powers under the Charter to promote the political, economic, social and educational advancement of the Non-Self-Governing Territories, and reaffirms the legitimate rights of their peoples over their natural resources;"

9. This would call for renumbering of the subsequent operative paragraphs.

10. This would amend the original operative paragraph 3. Draft amendment 10 (a) would replace "Reaffirms its concern about the activities of those foreign economic, financial and other interests which continue to exploit" with "Reaffirms its concern about any activities aimed at the exploitation of". Draft amendment 10 (b) would delete "colonial and".

Draft amendment 10 (c) would replace "thus depriving them of their right to control the resources of their Territories and impeding the realization by those peoples of their legitimate aspirations for self-determination and independence" with "and in such a way as to deprive them of their right to dispose of those resources".

11. This would replace the original operative paragraph 4 with the following:

"5. Affirms the need to avoid any economic and other activities which adversely affect the interests of the peoples in Non-Self- Governing Territories;"

12. This would amend the original operative paragraph 5. Draft amendment 12 (a) would insert "if any," after "jurisdiction". Draft amendment 12 (b) would delete "colonial and". Draft amendment 12 (c) would replace "in order to put an end to such enterprises" with "in order to put an end to such practices". Draft amendment 12 (d) would delete "and to prevent new investments that run counter to the interests of the inhabitants of those Territories".

13. This would amend the original operative paragraph 6. Draft amendment 13 (a) would insert "damaging" before "exploitation". Draft amendment 13 (b) would delete "colonial and". Draft amendment 13 (c) would delete "by foreign economic interest".

14. This would amend the original operative paragraph 7. Draft amendment 14 (a) would delete "to take all possible measures". Draft amendment 14 (b) would delete "colonial and".

15. This would amend original operative paragraph 8. Draft amendment 15 (a) would replace "to take effective measures" with "to continue to take effective measures". Draft amendment 15 (b) would delete "colonial and". Draft amendment 15 (c) would replace "to take all necessary steps" with "to continue to take all necessary steps".

16. This would amend original operative paragraph 9. Draft amendment 16 (a) would delete "and unjust wage systems or". Draft amendment 16 (b) would replace "to apply in each Territory a uniform system of wages" with "to promote in each Territory a fair system of wages applicable".

17. This would replace the part of original operative paragraph 10 which reads "those activities of foreign economic and other interests which impede the implementation of the Declaration" with "the necessity to avoid damaging exploitation of the natural resources of the Non-Self-Governing Territories".

18. This would amend original operative paragraph 11. It would replace "for the full implementation of the Declaration" with "to promote the economic well-being of the peoples of the Non-Self-Governing Territories".

19. This would amend original operative paragraph 12. Draft amendment 19 (a) would replace "monitor closely" with "follow". Draft amendment 19 (b)

would delete "in order to facilitate and accelerate the exercise by the peoples of those Territories of their right to self-determination and independence".

20. This would amend original operative paragraph 13. It would replace "fifty-first" by "fifty-second".

ALIMAMY PALLO BANGURA (Sierra Leone), speaking as acting Chairman of the Special Committee on decolonization, cited that body's clear mandate to monitor the political, economic and social conditions in the Non-Self- Governing Territories, and to report to the Assembly on implementation of the Decolonization Declaration.

The Special Committee had scored outstanding success in promoting the fundamental right of colonial peoples to self-determination, he said. Nevertheless, its mission remained incomplete. The Special Committee had been flexible, practical and innovative in its recommendations to the Fourth Committee. The views of the peoples of the Territories must be considered in the decolonization process.

The Special Committee was ready to work with the administering Powers in a constructive spirit, he said. Citing the amendments proposed by the European Union, the Special Committee would accept amendments number 2 (a), (b) and (c); 7; 12 (a) and (c); 13 (a); 14 (a); 15 (a) and (c); 16 (a) and (b); and 19 (a). The Special Committee was unable to accept the remaining amendments.

On the proposed amendments by the United States and the United Kingdom, he said the Special Committee was willing to accept amendments (b.3) on Bermuda, (b.6) on Guam, and (b.12) on the United States Virgin Islands. (Those amendments will be detailed when the Fourth Committee takes action on the sections concerned.)

ALVARO FORERO (Colombia), speaking as Chairman of the Non-Aligned Movement, said many members of the Movement had been colonies and owed their independence to the work of the decolonization Committee. Decolonization had been an objective of the United Nations as a whole, and not just of certain countries. The 1990s had therefore been declared the Decade on Decolonization, with the aim of ending the century with a world free of colonialism.

UTALA UTUOC SAMANA (Papua New Guinea), speaking as Chairman of the Subcommittee on Small Territories, said it would have been better if the amendments had been negotiated through the Special Committee, rather than being rushed through the Fourth Committee. The amendments were comprehensive and changed the fundamental meaning of the draft resolution, which had been

arrived at through long negotiations. For example, he was reluctant to support changing the title of the draft resolution.

There had been a change of attitude, and the Committee was willing to recognize current realities. It was willing to negotiate. It would rather have cooperation between the Administering Authorities and the Committee, in order to protect the rights of the people of the Territories.

PEDRO NUNEZ MOSQUERA (Cuba), speaking as Vice-Chairman of the Special Committee on decolonization and as a member of the Non-Aligned Movement, said he opposed the vast majority of the proposed amendments. They were not editorial changes but substantive amendments. Many of them ran counter to the very existence of the Special Committee. The practice of some administering Powers of using the Fourth Committee to amend the report of the Special Committee was unacceptable. Those Powers were obliged to cooperate with the Special Committee and were invited to do so.

The representative of the Russian Federation said the amendments which had been presented were constructive in nature and took account of current realities. They substantially improved the draft resolution, which had "significantly aged". Many of those amendments corresponded to proposals which his delegation had made in the Special Committee. They responded to the real needs of the people of the Non-Self-Governing Territories.

The representative of United States supported the amendments presented by the European Union. The best way of signalling that a new day had dawned in the life of the Committee was to accept the proposed amendments. Given the current reality that foreign investment was welcomed and that foreign economic activity was to be encouraged, how could the Committee hold on to previous formulations? It was time to consign old attitudes to the past and to move forward.

The representative of the United Republic of Tanzania expressed concern about the refusal by certain administering Powers to participate in the work of the decolonization Committee. Much had been done to adapt that body's work to current realities. The Committee had been extremely flexible. Had the proposed amendments come before the Committee, there might have been a better meeting of minds. Certain proposed amendments addressed the very mandate of the Committee and must be considered carefully.

The representative of Syria said the amendments were not in keeping with all of the General Assembly's resolutions on the elimination of colonialism. They went against Articles in the United Nations Charter. All countries should vote against them. The amendments went against all that had been accomplished.

The representative of Mexico said it would have been preferable if substantive amendments had been submitted during the session of the Special Committee. It was inappropriate for those proposals to be submitted to the Fourth Committee. Mexico would vote against all amendments which aimed at distorting the recommendations of the Special Committee. It would support the vote on the text as a whole.

The representative of Libya said the proposed amendments were submitted without prior consultation in the Special Committee and aimed at imposing a viewpoint on the Committee. Libya would vote against all the amendments.

The representative of Oman said his delegation would normally not support a text when amendments were not proposed in a timely fashion. This year, it would support those amendments which were accepted by the Special Committee.

The Committee then proceeded to vote on the proposed amendments and on the draft resolutions as a whole.

Proposed amendment 1 was defeated by a vote of 55 against to 48 in favour, with 22 abstentions (Annex II).

The representative of Australia said he could not support the draft resolution because his Government had the same objections to the draft as in previous years. However, referring to paragraph 4, he said his Government strongly opposed nuclear testing wherever it occurred.

The representative of the Russian Federation said he had voted against the draft, as in previous years. Year in and year out the draft had the same obsolete formulas of the 1960s. The document required deep reworking to eliminate unnecessary rhetoric and adapt its provisions to the real needs of peoples in the Territories.

The representative of the Spain, speaking on behalf of the European Union, said it regretted that the draft decisions on "military activities" forced it to restate its objections to the vote.

The Committee then turned to the draft resolution on the implementation of the Declaration on decolonization by specialized agencies.

The text was approved by a recorded vote of 91 in favour to none against with 43 abstentions (see Annex XXV).

The representative of the United States said his Government recognized the responsibilities and important role of the specialized agencies. However, it regretted the link established in the draft between those agencies and the Declaration on Decolonization.
