Security Council Adopts Draft 2025 Report to General Assembly

The Security Council today adopted the draft of its annual report to the General Assembly, which covers its work from 1 January to 31 December 2025.

This annual document is part of the conversation between the 15-member Council and the 193-member Assembly, and mandated by Article 24, paragraph 3 of the UN Charter. Pakistan’s representative, whose delegation prepared the introduction to that text, in its capacity as President of the Council in July 2025, described the process as an “instrument of transparency, accountability and institutional dialogue”.

“Our objective was not to have a perfunctory document but a substantive and analytical account that faithfully reflects the Council’s work, deliberations and challenges and outcomes during the reporting period,” he added.  “We also sought to provide greater clarity and context” on the evolving peace and security issues the Council works on, he added.  Noting ongoing and new conflicts, emerging threats and humanitarian crises as well as heightened geopolitical tensions — which at times complicated efforts to advance political settlements — he said the Council continued to play a central role.

He also highlighted Pakistan’s inclusive approach in preparing the report, recalling a 16 January 2026 meeting with the wider UN membership as well as the views expressed by non-Council members at the monthly wrap-in and wrap-up sessions.  “Negotiations on the introductory section were concluded in a spirit of cooperation and mutual accommodation”, he said, adding:  “We look forward to hearing the views of the wider membership on this report and on ways to further strengthen the relationship between the Security Council and the General Assembly.” 

The Council then unanimously adopted the draft report.  The decision will be reflected in a note by its President (to be issued as document S/2026/426).
